So patients with cardiovascular diseases use only <10% of their hearts?

Is this on a per ventricle basis meaning we are only using 2.5% of each ventricle?

I don't know whether people recognize the source and are just riffing further on the quote or not, but it's just a cheezy line from Wedding Crashers. The "people only use 10% of their brain" is the set-up for it.
