Also, the Celts were more of a people/culture group than a nation. Although at one time they did have a large, centralized kingdom, (pre-Roman era, I think). It did not last long as the others in the game. I think it's the same reason the Iroquois were not included this time around.
If the Celts then why not 'Iranians', who's various groups and tribes spread from China to India to Europe?
And I think Psyringe is correct as well, there's lots of Europe/Mediterranean civs already. Better to have Mali in there than another. Plus many of the Europe civs are either descended from or were influenced by Celts (French, British, Germans, Spanish, Romans, even Greeks)
