World Congress

World congress being mostly pointless is actually realistic since the U.N. has become that way.

All I ask if for the love of god stop banning luxuries.
this is kinda why i suggested the committee idea above. the UN isn’t useless, but it’s almost more of an aid org with lots of different wings than a (meaningful) political organization or a world government.

For example, if Civ wants to take 4-5 UN organs/committees/departments and incorporate them such that say, the UN habitat department’s urbanizing efforts push cities to build 3 buildings in a tile instead of 2 within the next 50 turns, games and priorities could be shaken up to prioritize taking advantage of a major gameplay change that could swing momentum towards those who make use of it.

Doing this simulates what the UN still truly excels at, though it means it’s probably more of a game mechanic than a path to a diplo victory
 
There was a brief period immediately after the war in which the UN was essentially acting on behalf of the Allies, before the Soviet Union started vetoing everything. It was, after all, officially a UN intervention in Korea in 1950.
it definitely has done more—UNRWA is the biggest provider of aid in Palestine. the UNFP is a key food aid provider worldwide. Wider-scope orgs like the FAO, UN-Habitat, etc. are big players in international policymaking on sustainable development.

I don't think any of those things translate into meaningful actions in game terms.

they can, depending on implementation—like i’ve said, i don’t see them converting to the diplo victory directly, but i do think world congress committees providing regular buffs and nerfs that can shake up the gameplay itself (less the votes from civ 6 and more the idea i posted above)
 
I like the idea that the UN allows to start projects/organizations and unlocks certain mechanics, as @Thenewwwguy suggests. Yet, they need to make an impact. Otherwise it‘s a bit pointless. I don‘t feel the need for diplo victory.

One obvious organization to start that I‘ve always missed in civ VI is UNESCO, buffing your wonders (and unique districts?) in terms of tourism/culture by age.
 
If there's no World Congress CIV VII there is no Diplomatic Victory and I am very fine with that as I find the whole mechanic very boring and annoying!

Nope.

UN has always been precisely what people were describing they wanted from the World Congress in this thread: A way to "diplomatically" force your opponents to do what you want. Often through dictatorships (who make up a majority of countries worldwide, and thus a majority of UN votes) backing each other up to bully whoever they don't like.

Anyhow, I know that's not how it is in real life, but I do want to play out the fantasy of an international organisation that can actually impose proposals that are actually binding on its members. After all, Civ has mega empires ruling over vast lands and diverse ethnic groups that never collapse

agreed. but they should fundamentally change the way you play, and interacting with the committees should be a requirement

oh yeah, especially with the increased emphasis on wonders that seems to exist, UNESCO heritage sites could be a cool way to make use of national parks and wonders for tourism reasons. Nominating them for designation and then the 2 worldwide with the highest tourism get the status, doubling their tourism, and you can ”produce” events to try to buff your output from these sites so you can try to get the heritage site status

I can also see an expansion focused on the idea of “restoring and protecting” historical sites, great works and having some concept of deterioration for both wonders and great works. it would fit the theme—just like the civilizations, without external action, the wonders deteriorate—and be a cool way of really making use of UNESCO for what they do best—protecting and restoring heritage sites (they’re basically the primsry organizers in protecting and restoring the angkor complex, for example)
