The closest thing to come to fixing the city limit I found was making almost every terrain not allow cities. Mountains, Volcanoes, Marsh, Jungle, Tundra, Desert. There is still a problem with cities in the Tundra if a Pine Forest is out there. Puts a slight limit on that though. The max is still reached though from my experience.

do you have the patch for v 1.21f PTW? (if not you can get it on www.civ3.com) .bic files are the scenario files for CIV3, the scenario files for PTW are .bix . You won't be able to play a bix scenario without PTW expansion.

Pedro, never heard of this kind of errors, but If I should take a guess, it's something with your CIV, try deinstalling and reinstalling it...
I just checked, and this dll should be in your CIV folders....
