Out of curiosity, what are the game balance changes you would make?

I didn´t make any game balance changes here, as in this scenario all military powers were significantly reduced and this results in a special kind of balance. On the other side, when looking per example to the cruisers and battleships, the cruisers would be shameless overpowered.
