Being peaceful in foreign relations and being "internally peaceful" are two different and non-related things. This list makes no sense.

Sweden is pretty peaceful.
Brazil had a murder rate of 25.2 per 100,000 compared to New Zealand's 2 and Japan's 0.44Some other countries like Brazil and Uruguay should be there.
