We have a lot of work lining up for the near future. We hope you're still on board to work with us, as it should be fairly profitable. We've been promised some investment into the development of the Hospital, and I know that the Diccus Clan has been interested in a new and lavish manor house. There might also be some other projects, I can't remember. Anyway, we've got work coming up, and we'll be making ourselves available for the gradual rebuilding of the city, and hope you'll be right there with us.

Yes, we are short on manpower as well. We've been trying to come up with some recruitment schemes to attract the idle from the city's populace, but so far we have failed to make convincing posters about how science is cool. Regardless, let's hope that both of our strained workforces can combine their efforts enough to make several productive and efficient teams to get all this work done. Also, perhaps there is another clan that wouldn't mind being hired out as general laborers...

It is honest labor, construction mostly, and will merit your folk an honest wage and the chance to gradually earn the respect of the Nessian citizenry if they see your kin hard at work on their city. Hopefully we can just call it "our" city, yes? Anyway, let us know. We'll likely have all sorts of work for you now and in the future, if you're interested.

By the order of the Moderator.

Structure of the Nessan Senate:

7 Senators: Challoan Senator, Iademos Senator, Tuxenius Senator, Fire Clan Senator, Ninticus Senator, Dicchus Senator, Askani Senator
Senatorial Powers: Declarations of War and Peace. Voting upon issues before the Senate, serving as Diplomats, Magistrates and Cohort Leadersf. Senators can forward issues to the Moderator to be considered for proposal. The Rights of Demand. (see below)

1 Moderator: Elite representative from ONE of the Elite Clans. Elected by Majority Vote of the Nesser Clans. (Only non-Elite, city-dwelling clans can vote for Moderator.)
Moderatorial Powers: Right of proposal of new laws and issues, right of appointment of Elite Senators to be Diplomats and Cohort Leaders. Tie-breaking vote in the event of a tie. Sovereign of the city and the city guards, oversees the functioning of the city.

Elections: Elite Senators are appointed by Elite Houses and Clans, and serve for life, or until retirement. The Moderator serves a 10 year term. Moderators can serve consecutive terms as long as they continue to be re-elected by the Nesser Clans.

Appointments: At least half the Senate (at present, 4 Senators) must call for the appointment of a Cohort Leader or Diplomat. Once this call has been made, the Moderator appoints a Senator for the position. His empty seat is then filled by a member of his House. [Proposed changes]

Overruling the Moderator: Two thirds of the Senate (at present, 5 Senators) can vote to reject a Moderator's appointment. One third of the Senate (at present, 3 Senators) can vote to force a Moderator to bring an issue forward for debate.

Removing Senators and the Moderator: Two thirds of the Senate (at present, 5 Senators) can vote to remove a fellow Senator from office for crimes against Nesse. Two thirds of the Senate (at present, 5 senators) can vote to remove a Moderator for crimes against Nesse. [Proposed Changes]

Proposed changes: Official removals of an entire clan from Elite power, for crimes against Nesse, also proceed by two-thirds vote. Empowerment of replacement clans to be enshrined as new Elite houses requires two-thirds Senate approval, tabulated after removal of the offending clan. Offending clans do not vote on the removal. A significant demonstration of wealth and services to Nesse are sufficient grounds for elevation as an Elite Clan.

Common Nesser clans have the right to seek sponsorship for proposals with a Senatorial house. If they cannot find a sponsor, they may directly pass proposals to the Moderator.

Any citizen of Nesse may serve appointment as Magistrate, though long-held Magistracies are acceptable grounds for Elite candidacy. A magistracy, once held, remains held by a clan unless an official vote of petition is made by that magistracy's constituents, and a magistracy replacement is approved by the Senate.

Appointment reform, whereas the Moderator may submit appointments for Magistrates, Diplomats, and War Leaders at will, and require the approval of a majority of the Senate (at present, 4 Senators) to proceed. Unless an objection for a full vote is made among the Senate, approval votes on appointments do not need to be made, and unanimous consent will be presumed.

In anticipation of military reform, War Leaders changed to Cohort Leaders.

DOMESTIC ISSUES
  • Establishment of Executive Branch (7D1)

    This law proposes the establishment of several executive ministries who are responsible for the running of Nesse. Élites will hold positions in this Executive and it will be their responsibilty on top of their legislative responsibilities in the Senate. While Ministries have control over executive policy, any change in law still needs to be passed by the Senate. If this law passes, it is proposed that the following Ministries be established: -

    • Public Security - effectively Police
    • Foreign Affairs
    • Home Affairs - primarily Citizenship and Immigration Policy (2 ministers)

The current proposal is all lands bound by the Riva River in the North, the Ikedor River in the South, and the Uutan Hills to the East, including the Fort of Incendia. However, Senators are invited to propose alternative borders.

    The proposed borders are as follows: -
    • Jurisdiction of the City of Nesse (magenta) - includes the Cyriac Corridor
    • Magistracy of Uuta (blue) - primarily the Uutan Hills
    • Magistracy of Ieados (red) - composed of the Western Reaches
    • Magistracy of Riva (green) - covers the Rivan Plains
    Although the entire area is within Nesse's domain, respective Magistrates are responsible for ensuring that Nesse Law is upheld. The Senate is responsible for Jurisdiction of the City of Nesse and acts as its Magistrate.
    However, Senators are invited to propose alternative borders.
  • Request for Permission to Reform Tax System (7D5)
    Spoiler :
    A request is made to the Senate to provide the Moderator OR the Minister of Finance (depending on whether 7D1 passes) to create tax reforms which will standardise the taxation system, allow for suitable enforcement and provide a steady stream of revenue for public coffers. This includes introduction of a Uniform Invoice (fapiao) system to enforce goods & service tax (aka excise), and progressive land tax (e.g. higher tax for more valuable land). MILITARY ISSUES
  • Reform of the Nesse Army (7M1)
    Spoiler :
    A request is made to the Senate to provide the current War Leader of the Army OR the Minister of War (depending on whether 7D1 passes) to enact military reforms to streamline the chain of command of the Army of Nesse, and to enable it to better serve its purpose.

In addition, after much consideration, the incidents which happened in the last turn, namely the coup against House Alya and House Wolf, are illegal and they are therefore still considered part of the Senate. However, the voice of the vulgate cannot be ignored and it must be said that the actions of House Alya and House Wolf during the Cyrian War have proven to be less than exemplary. While retarding Nesse, their actions are not Crimes Against Nesse - in that crimes are wilful acts against the city - and are therefore not sufficient grounds for Exile. Yet, we cannot ignore that their actions have ******** our cause. Thus, I open the vote to the Senate on the issue of House Wolf and House Alya, whether to exile them, remove them from office, or to maintain the de jure recognition of Alya and Wolf as Élite.

On top of that, I wish to nominate House Ìedamos to be admitted into the ranks of the élite for significant contribution to the Cyrian War in the form of the Ìeada war bands.

On the issue of House Tuxenius, they are effectively House Gelion and a vote is thus unneccesary.

EXTRANUOUS ISSUES
  • Removal of House Alya from Senate (7E1)

    The charge brought against them is incompetence in the handling of foreign affairs during the Cyrian War. Options for voting are: -

A Wolf Clan representative wishes to inform the Senate that had Lucius Wolf managed to get out of the city, an army would have been raised of retired veterans and Outlanders. This army led by Lucius Wolf would have joined the Fire Clan in freeing Nesse from the Cyrian siege.

Also in the matter of the veterans who deserted Nesse, had in fact deserted the Banner of the Wolf, the families of these dishonorable men have been arrested and sold into slavery or executed. The Banner of the Wolf is not to be dishonored in any way. Lucius Wolf had in fact executed his brother and Uncle, both of who were commanders of the Wolf Veterans in the army of Nesse. If you desire proof, I will gladly provide this.

Finally, we have no desire to raise our arms against Nesse, we will always remain loyal to the people and Senate of Nesse, even if they have proven disloyal to the Clan in recent times, but when cornered a wolf bites deepest.

I hope the Senate sees reason and realizes that Exile is too harsh... we are willing to accept punishment for our actions against the Golden Barbarians, but do not call us traitors, as we never abandoned Nesse.

Dicchus disagrees with this because we believe the city needs to consolidate what we have at the moment. (Daft says we are overextended)

In addition, we would like to suggest that due to the recent turn of events, only élites could receive Magistracies. As judges and the representatives of Nesse in the Settlements, we believe it is only right.

That being said, Dicchus' official position is that Alya and Wolf have not committed Crimes Against Nesse and should therefore be kept as citizens of the city. We believe they have much to contribute to our cause.
