Issue:
The Privateer's ability useable on >50% damaged ship to Bring Her Home, may (in some rare situations) force the new flagged ship to jump out of a city's border and "crash land" on your own ship - effectively erasing your ship.
Suggested solution:
Perhaps you'd better disallow Bring Her Home to be used on ships/tiles within non-warring city borders.
