There is a download thread over at WePlayCiv, but the file isn't ready just yet:

Am I dreaming? In that page, it says that 4878 people so far downloaded the file, and no new stickies are showed in the forum. Rare it is that when I try to download it, either say that the file has not be found, or that I'm trying to download things too fast, and I have to slow down a bit.
Any explanations?

And I think it counts every guest as being the same user

That file location already existed. Those are downloads over the last few months.

If it already has that title and is broken, the upload ed up. Nothing I can do right now, not home.

As far as I can tell they haven't approved any downloads from the last few hours, so they're probably not working today.

Their post regarding some server issues indicated that their bandwidth is severely restricted, so I would bet they are not approving anything new on purpose. Their estimated time to fix is 2 weeks.

Also, I got inspired and wrote a 1.3 Poem. I know I am not much of a poet but WTH. Might as well post it while we wait.

I hereby put forward a motion,

You do know what probably happened right?

Most likely, they downloaded for routine approval and tried it out. Now they are stuck in a newer ending loop of ecstasy by their PCs while we wait in vain.
