Quebec officially denounces any French Intervention, whatsoever in America. Quebec also hopes New England will strive to prevent French soldiers from marching on American soil. It is outright idiotic, unnecessary, and completely disregarding the Treaty of Rome.

Listen to us, we are the voice of reason. Our enemies have the unfortunate habit of lying through their teeth, stretching the truth and doing whatever is necessary to slander our name. We tell naught but the truth and we do what we say when we say it. The appropriate independence for the states in Europe is going according to schedule and we were true to our word of repayment for India by smashing the Abyssinian thugs. We quickly and efficiently divided Nijeria just as we promised and Russia, Sweden, and Turkey left the war virtually unscathed.

That said, we acknowledge still the precedent set by the Treaty of Rome, even as we feel such a document has no place in the modern world. We intend to send soldiers to fight the Pennsylvanians to liberate our brothers. However we understand this is impossible without New England's allowing so. We shall overstep no boundaries, and act exactly in the manner New England specifies.

We are not fans of war. We make war so that there may be peace.

If you by investments you mean weapons and other aid sent to New Jersey before 1942, then we suggest you refrain from finacing rebels in other countries from now on. However, if you mean money loaned to New Jersey after they were recognized as independent, then we wouldn't mind working out a deal to repay portions of this money for the New jersey government, as the sadly no longer exsist.

We call on you to denounce France's imperialistic and insane declaration of war on Pennsylvania. For the last 40 years, North America has remained free of French tyranny. Now, after subjecting Europe and Africa, they seek to gain a foothold for their eventual conquest of the Americas. We doubt that anyone is eager to see such a thing happen, so we ask you to denounce France's invasion.

We ask that you 'allow' France to send soldiers into North America and that you to denounce their invasion. Pennsylvania had no wish but to let New Jersey be after they won their independence. Yet they consistently harrassed our shipping, finally resorting to piracy for an excuse, which you yourself said was ridiculous and unfounded. Now France tries to use this as an excuse to extend their influence farther on the continent. That and their lies about eliminating communism.

Alain Picard's Syndicalist Army is broken and rife with desertion- the only thing that has prevented me from destroying them myself is our common enemy, the occupier. Were democracy to be permitted today, it would not be the broken Syndicalist movement that would seize victory.

Democracy- hah. Do not presume to speak of yourself as some protector of representative government. In the last elections, you banned the incumbent Syndicalists for their supposed crimes against Virginia, you banned their only legitimate opposition, Les Éspritistes, for their political viewpoints, leaving no force to govern the bastard 'Métis Republic' and bringing us into the sorry state you see today.

I repeat my predecessor's ultimatum to you. Leave the lands of the Métis, and remove all pretenses of holding any form of authority over us. We shall rebuild on our own terms.

Just because we are occupied by treacherous peoples does not mean we do not exist. Regarding aid from France, we are willing to provide documentation that well over 10,000,000 Francs (10 EP) were sent to us after the end of our war. As for the the current situation, we made it known that we were going to end anti-pirating efforts which caused inconvenience for Pennsylvania. Also, we never had engagements with any Pennsylvanian ships at any point after the war, we merely boarded, asked for proper authorization, and escorted the vessels out of our waters. Your idea that we provoked this conflict intentionally and with armed force is preposterous. We demand you leave our lands immediately before serious harm comes to innocent people via a large scale conflict or the actions of the Devils.

Virginia is no fool to the current state of the world. The last World Wars has greatly diminished Virginia's strength, and as such we cannot resist a French attempt to put boots on North American soil. We do wish, though, that the Treaty of Rome shall be upheld and that France leaves North American to the Americans. For decades, Virginia and New England have been allies with the Socialist Party of Pennsylvania, and as such we do consider the socialists of Pennsylvania a separate type of socialists, different from the militant communism of the UCNA or South America.

Virginia does realize French interests are at stake with a Pennsylvanian invasion of New Jersey. As such, we hope that France can trust her friends in Boston and Richmond to handle the situation.

We ask that you withdraw from New Jersey and declare a cease fire before this situation is blown out of proportion, and out of North American control. A four-party talk between New Jersey, Pennsylvania, New England, and Virginia can then negotiate a treaty that will secure Pennsylvanian interests and keep stability in the region.

How would you explain it to your people? A Socialist dictatorship being the only party interested in restoring democracy to Chile? How odd.

And we protest a return of the French Lisists to the Western hemisphere.

Mexico is willing to offer the Yucatan the following deal:

1. A plebiscite internationally monitored by Russian, Chinese, New Holland and various other neutral parties to determine Yucatan independence. Two options will be available. Independence of the Yucatan and remaining as a part of Mexico. This will allow the significant Mexican population of the Yucatan to have a say on the matter.

2. Guatemala will pay 1 EP in reparations to Mexico. Guatemala did unlawfully invade Mexican territory.

3. Guatemala, Mexico and the possibly independent Yucatan will sign a non-aggression pact lasting until 1955.

4. The Yucatan nation if independence is agreed upon will be independent at its current borders.
