The Vesuvius one looks toughest to me because it relies on so much random chance. Though the scenario ones might be tough too, hard to say without actually seeing the scenario.

District being pillaged 3 times might be tough too. How would this work? If you put a commercial hub on a river next to the sea it should get hit by a flood (actually not sure if you can put commercial hubs on flood tiles) and a hurricane. I guess the 3rd thing would have to be a volcano.
