For 13 eco. points you can have Iraq (4+1 oil)), Kuwait (1+1 oil), UAE (1+1 oil), Yemen (2), Oman (2) and Jordan (2). I'll take off two eco. points for a volume purchase and I'll also offer you the right to purchase as many spitfire planes as you want for an additional eco. point.
I made an analysis... Egypt is 4+1 Suez Canal and Israel-Palestine is 2+3 Holy Land. 'Tis because I care about the Holy land and Egypt is really kind of big and has the Suez canal.
If you agree to pay my full prices I request an alliance at your pleasure (we might go up an eco. level each), I would also grant you the rights to order Spitfires from Britain at no profit to me. Britain would extend it's full support of your territorial claims.
My personal advice that you are totally free to ignore is too buy a few territories at a time, things could get... chaotic if you purchase three times your own land size in one round for more money then you have with a big bank loan. I'll watch your back if you pay my reasonable price and help you out and maybe boost your economy and definately support your war efforts and technology.

After the ceremony that will unite UAE, Yemen and Oman to Saudi Arabia Union, the Union will change it's name to HUIS (Holy United Islamic States). The flag and the new Koran are allready in production, also the new day that will celebrate the unification will be held on 1 februari. People are allready very glad that these nations will all be part of one country and even more happier about the fact that it was Allah's will to unite these magnificant nations.
