We have to discuss a couple of things. I have made peace with America and France. It went like this:
IHT: I change nothing, but I will open up the choke to the north of France.
IT: Nothing from the AI. Panzer->battleship. I choose the battleship, since it has more defense and higher anti air power.
Turn 1 (1961 AD)
The Battle of Cumae:
11 artillery redline the 3 MI's in Cumae and get the city to size 10.
5/5 panzer vs 1/4 MI: 1-0, MI killed.
5/5 panzer vs 1/3 MI: 1-4, MI killed. The panzer goes to Berlin to heal.
5/5 panzer vs 1/3 MI: 1-2, MI killed. We take Cumae for 51 gold. I notice that the cities west of Cumae don't have expanded borders yet

Gems colony and Ivoery colony are created. Ther city of Cumae is abandoned. I can lower lux tax to 10%, despite the unhapiness from abandoning Cumae.
Bayonne:
8 artillery redline two MI's.
5/5 panzer vs 1/3 MI: 1-0, MI killed.
5/5 panzer vs 1/3 MI: 1-1, MI killed. We liberate Bayonne for 34 gold and raze it.
Houston:
8 artillery redline two MI's.
4/4 panzer vs 1/3 MI: 1-1, MI killed.
4/4 panzer vs 1/3 MI: 1-1, MI killed. Houston is razed for 35 gold.
I could continue, but that would spread the troops too much. [7-0]
The Battleship is part-rushed. We have a lot of meney and it should be used well.
IT: No sign of French counterattacks. Battleship->battleship.
Turn 2 (1962 AD) The Battleship is part-rushed (worker/panzer).
San Fransisco:
5 artillery redline a MI and a TOW.
5/5* tank vs 1/3 MI: 1-3, MI killed.
4/4 tank vs 1/3 TOW: 1-0, TOW killed. We raze the place for 35 gold.
Miami:
16 artillery are needed to redline a MI and TOW.
4/4 panzer vs 1/4 MI: 1-2, MI killed.
4/4 panzer vs 1/4 TOW: 1-0, TOW killed. We raze Miami for 35 gold.
SoD moves to Toulouse [11-0].
IT: French tank attacks an MI and fails [12-0]. The Maya reconquer one of their towns and are now clearly bigger than France. Battleship->carrier.
Turn 3 (1963 AD) It is tempting to stop the war vs France now and turn to to Maya. But we can't allow the French to grow back to the original size in the west. So I push forward.
Toulouse:
7 artillery are needed to redline two MI's.
4/5 panzer vs 1/4 MI: 1-1, MI gone.
3/5 panzer vs 1/4 MI: 1-1, MI killed and we raze the city for 36 gold.
Veii:
21 artiller are needed to redline two MI's and a TOW and to get the city <12.
4/4 panzer vs 1/4 MI: 0-4, panzer killed
4/4 panzer vs 1/4 MI: 0-4, panzer killed

artillery get the MI back to 1 HP.

Lugdunum:
6 artillery redline 2 MI's and a tank.
4/4 panzer vs 1/4 MI: 1-2, MI killed.
13/13 panzer army vs 1/4 MI: 1-3, MI killed.
9/13 panzer vs 1/4 tank: 1-0, tank killed. Fighter is destroyed while we raze the place for 38 gold. [20-2].
IT: France kills one of our tanks [20-3]. America comes with 5 cavalry! Carrier->Mech Inf.
Turn 4 (1964 AD) I finally also create an iron colony. We can now build railroads again. Drawback of the colonies is the urgent need of Mech Infs. I decide to go west with our ships. We probably will be at war with the Maya sooner rather than latter.
I decide to make peace with America for 184 gold. I don't like the sight of all those obsolete American troops. We can kill them later.
Antium:
17 artillery needed to redline 4 defenders.
5/5 panzer vs 1/4 MI: 1-2, MI killed.
4/5 panzer vs 1/4 MI: 1-1, MI killed.
3/4 panzer vs 2/4 Mobile SAM: 2-0, SAM killed.
3/4 panzer vs 1/4 tank: 1-0, tank killed and we raze the place for 57 gold. [24-2]
We now are close to Chicago, which has huge borders.
IT: Tank is killed by one of our MI's [25-2]. MI->MI.
Turn 5 (1965 AD)
Chicago:
25 artillery redline 2 MI's and 2 TOW's.
11/13 army vs 1/4 MI: 1-3, MI killed.
8/13 army vs 1/4 MI: 1-5, MI killed.
5/5 panzer vs 1/4 TOW: 1-3, TOW killed.
5/5 panzer vs 1/3 TOW: 1-3, TOW killed. Chicago is worth 56 gold. [29-2]
Troops are close to Philadelphia. We might be able to claim the rest of the western towns in a peace bargain.
IT: One exposed panzer is killed. [29-3]. MI->panzer.
Turn 6 (1966 AD) A turn of rest. Our Panzer army should regain full stength before trying to take out that size 12 city on a hill.
IT: America settles a 2nd city!
Turn 7 (1967 AD) The Maya have captured another French city. It is time to flip sides!! But first:
Philadelphia:
40 artillery manage to redline 2 MI's and 2 TOW's, but the city size is not <7.
5/5 panzer vs 1/4 MI: 0-5, panzer killed.
5/5 panzer vs 1/4 MI: 1-0, MI killed.
5/5 panzer vs 1/4 MI: 1-0, MI killed.
4/4 panzer vs 1/4 TOW: 1-3, TOW killed.
4/4 panzer vs 1/4 TOW: 1-0, TOW killed. Philadelphia is razed for 52 gold.[33-3]
I can make peace with France for Rocketry. But I don't want to. Instead
I take New York, Boston and Atlanta and 725 gold for peace with France.
Lux tax to 0%.
Military:
France has 24 MI's, two marines, 6 TOWs. They are gassed.
The Maya have: 10 tanks, 74 MI's, 5 TOWs.
We have 12 MI's and 9 panzers. 3 of them are in an army. We also have a lot of artillery.
The American military situation is unknown, but the map here shows that they have 25+ units. Added to that: Washington can't be reached within two turns. To the left is our fleet, en route to the northern island.
According to the roster I have to play three more turns. But I like to agree upon what to do now. My vote goes to attacking the Maya next turn and getting the French on or side. I think that we lose time when we turn our attention to America. Drawback is that they can claim our colonies.
