Okay, I'm stuck at the following points with Argentina.

UU and UB are in (already committed, look into the civilopedia), as well as two of their UHV goals (25000 culture in Buenos Aires in 1960 AD and two great generals by 1900 AD). The problems are:

- Argentina has zero happiness resources in reach and I don't want to encourage them to run Dynasticism. Ideas? Maybe a happiness related UP?
- The terrain could be improved a bit, especially south of Buenos Aires. Suggestions appreciated.
- I'd like to add a goal about Argentina's comparative wealth until the 1930s, but I really don't know how to make an appropriate goal out of it. GDP is bad because it encourages conquest. Happiness is bad because it discourages growth.

But it still seems discourage the growth of population...
But it's hard to increase your GDP by reducing your population (the best strategy is to maximize your commerce output, but less population produces less commerce). On the other hand, it's easy to increase happiness by reducing your population because it is the largest source of unhappiness.

Highest average commerce per city? Total commerce divided by number of cities?

Or maybe have the highest 2 commerce producing cities in the world? Or at least have them in the top 8 or something.

I like the last one. Do you have an idea for a name that doesn't reference Peron directly? (Populism?)
 
What about horses, cows, sheeps, corn and wheat provide +1 :) for the UP or adding wine at the spot 1E of the path through the Andes and gold 2N of that, plus some mineral in the north representing the litium reserve that holds 2/3 of the litium in the world

I offered this suggestion previously in relation to re-jig of South American mineral resources, I think it is still applicable to your question above.

I think a case could definitely be made for rearranging the gold-silver resources somewhat also to help ensure that some expansion to each different part of South America is required for this goal.

No Stability penalty for combining Capitalism with State Property.

Or rather, the Stability penalty from combining Capitalism with State Property should be removed in general if the civilization (any civilization, not just Argentina) is also running Autocracy or Totalitarianism.
