Story (the Illustrated History of How the Most Terrifying Religion and Empire in the World Came to Be I Know it is a Long Name for a Purely Fictional Book So Sue Me (IHHMTREWCBIKLNPFBSSM)):

Chapter Two: Just After Chapter One

Year 1617. Texas!!!

A barren desert. Nothing in sight, apart from a few cactuses and bushes.

One second later.

Nothing yet.

A week later.

Spanish conquistadors have decided to grab some land. Led by one Samuel de Soum-Ting, they crossed into Queztal League territory. Everything was peaceful here, it seemed.

The Queztal forces patrolled their border very well, and found the incursion. Soon, more forces were brought in. They waited on the sand, in the desert, not noticing the heat, for how can dead notice it?

De Soum-Ting did not suspect anything. Well, he did expect an Indian attack, but he expected it to be some idiotic savages with war cries and clubs. But what came was this - calm, well-trained well-disciplinned local troops who fought not noticing the heat or pain. Horrified, and sure that it is the work of Devil, De Soum-Ting ordered a retreat, for some reason abandoning some of the firearms. The Few were lucky indeed, but they did believe their luck instread of not believing it.

Orders (secret, I guess, yeah, *SECRET! DON'T LOOK HERE! TOO LAZY TO PM! SECRET!*):
- Continue to... increase our population. Also continue assimilating the newly-conquered lands.
- Continue the project (2/?)
- Invest one economy level into technology.
- Invest one economy level into increasing our army.
- Study the enemy weapons. Dedicate the population we had study stuff to learning to recreate gunpowder and perhaps metals.
- Send ordinary people of ours into French territory, where they are to pretend to be "normal" locals that adopted Christianity and want to study the amazing European discoveries. They are to try and acquire as much information about the European technology as much. In short, this is a technology-stealing mission.
- 10,000 men are to expand west, north-west and north. Same as before.
- 16,200 men, some of whom are with firearms, are to attack the Spanish positions, then to fall back and lure them in, ambushing the Spanish in favorable terrain. Try to seize more equipment.
- Send our people, including the Returning One (one of the Few), into Mexico. They are to spread the Queztal Teaching amongst the local Indians, opressed by the Spanish missionaries. Tell them that the People of the Queztal want to push the White Men out and reclaim Mexico for Native Americans, and tell them to rise up and overthrow the Spanish Vice-Rey.

This can be a pact of Mutual Protection, so no other nation will dare touch one of us. What do you say? There was not much new in Japan. However, that was not a problem. "New" was not something Japan wanted anyway, since it would disrupt their way of life. Japanese lifestyle was perfectly balanced; anything "new" would disrupt it, especially if the "new" thing came from those pale-skinned Westerners. Except for one thing: Tokyo.

Tokugawa Iomoto continued to oversee the construction of the new capital. The Emperor would still remain in his palace in Kyoto, which would still also remain an important spiritual center. Tokyo would not be the same as Kyoto, with an atmosphere weighted down by formality and spirituality; Tokyo would be a bustling city of thousands, housing Japan's first bureaucratic administrative center. Already, Tokyo was becoming the model for many new provincial capitals around the country.

The most important thing about Tokyo was that everything would be centralized. There was to be a central market, a central park, and even a central mail service. Tokyo itself was almost central, lying close to the center of the empire. And, at the center of everything was to be the Shogun.

Tokyo was also to be the perfect city. Even the minor details as to what style of architecture was used in the construction of a modest toolshed and where on the grounds it was to be placed were taken care of by a massive team of engineers, artesians, and feng shui masters--the largest group of specialists yet employed for a single project by a single man.

Indeed, it seemed as though everything about the new capital was to be big. New residents were arriving in hordes, waiting for their turn to claim a stake in the city. Merchants awaited the opening of its markets eagerly. Even the Shogun himself seemed to shrink when he entered the not-yet-finished metropolis. Truly this was to be one of Japan's grandest accomplishments.

ORDERS
-Finish the Capital City of Tokyo.
-Invest 2 economy in infrastructure, 1 in education, and 1 in defense.
