Germany can agree with Transports, and will again pay 2 IC this year to the ATO Research Fund. We will agree to Transports if and only if it is immediately followed by Military Rockets.

In response to the Moscow Pact's actions, Germany will see to it personally that these affairs are looked into.
 
The NPCs all agree to Italy's sanctions on the perfidious commies.
 
We will go along with the sanctions for the same reason as the USA. We also agree with the Germans on the order of technologies.
 
Spain will not go along with the economic sanctions, though we will be increasing our Tariffs on Greece and USSR goods. we remind the ATO that it was such hasty actions like this that lead to the Great depression, an event we are still recovering from.
 
Germany would like to point out that the communist nations' lack of a free market immunizes them against depression. ATO nations would do best to wean themselves off of communist goods to PREVENT another depression by investing in free market nations.
 
We ask that the members of ATO aid us in an embargo and blockade of the American Accord in response to the attack against us. While we will accept any military help offered to us, we will not invoke the Defense clause of the treaty, as is our right. since some ATO members may disagree with how we plan to wage this war.

And we are beginning to question Spain's loyalty to this alliance. They have failed to support their allies in even a trivial matter, such as the economic sanctions against the USSR, and condemn us for trying to protect ourselves. they denounce American imperialism, yet they have annexed two of their neighbors in the past decade and proclaimed themselves a "Bourbon Empire".
 
We are not stoping you, nor moving to prevent your action. we mearly are attempting to maintain the Peace of the World, and it's Stability. Our Loyalty is to that Cause, the Stability of the world, and it's peace. Not the ATO.

your actions so fare have been questionable, and a bit on the Extream side. nothing has yet been proven that the American accord is guilty merely a heavy suspicion. It dose look to use they are indeed guilty, but it has not been proven. their are serious question left to solve.
you are the other hand, have blazed off and attempted to paint everything black and white. the ammarican accord can eather conced to your demands and become your puppets, or refuse, and be invaded. in the end, the consequence are the same. I can think of no sane government that would acceded to your demands.

But though We object to your actions, again we state we will that we will remain neutral in actions in this matter, and will not move to support the American Accord except with words in a public setting. but nether will we help you in your Crusade, except in the embargo. this is not an alliance built for war of aggression Against other nations, after all, but to serve as a means to help each other defend our selves and encourage economic prosperity between us.
 
Germany grudgingly respects Spain's neutrality, but will point out, once more, that provisions made in the interest of peace will be relaxed as time goes on. They have the choice to pay for their crimes by either making a few concessions or submitting their populace to war.

We do applaud Spain for the imposition of their embargo and hope that this war will not sour her relations with the rest of the ATO. We remain first and foremost an economic coalition, and we have all thrived as such.
 
hmm but that is not quite enough to overcome thier fear of the USA.

perhpahs these terms migth be agreeible, and a lot more daming if they don't comply, since it dose offer a measure of protection for their sovereignty, should they actually be innocent. this would be a joint ATO operation, and Spain would participate fully in it, to insure that it is actually followed.
we also suggest we offer ATO membership to those nations found innocent.

The Nations of south America will follow the following Terms intimidately, those that do not follow these terms will be considered to have made a declreation of War Against the ATO member nations enforcing this ultimatum (USA, Spain, Germany(possibly other nations who wish to sign on), and will be assumed gulty in the eyes of the ATO.
1. The American Accord is to disband immediately.
2. They are to give no military or economic support to any American Accord belligerent.
3. Countries are not allowed to shelter any American Accord military personnel, ships or equipment.
4. ATO military personnel will be allowed to oversee signers military to ensure that they do not aid the American Accord in any manner.
6. The ATO is allowed to oversee nations governments to ensure they do not plot against the US or the ATO for duration of the occupation.
7. Countries are not allowed to enter an alliance without ATO approval for the duration of the occupation.
8. Nations are never again to join any sort of South/Central American coalition, for the duration of 20 years.
9. The Atlantic Treaty Organization is to become the sole source of foreign good for South and Central America, for the duration of the occupation.
10. the navies and the armies of the American Accord nation will place themselves under house arrest, and their Equipment will be put under guard by ATO military Personnel, for the duration of the occupation.
11. Nicaragua and Venezuela are to allow the construction of the Pan America Railroad connecting Guiana and Columbia with the rest of our nations.

Once the Occupation is compleat, a second Phase investigation will investigate the governments and covert operation agency's of the south American nation formerly Belong to the American accord. these investigation will take place over the term of one year, at the end of which each nation of the former American Accord will be eather declared innocent or guilty, on the bases of the information gathered, and on a nation by nation basis, by a council of the ATO nations Involved in this matter.
Nations found guilty will abide to the following terms.

1. The US will be allowed to oversee nations governments to ensure they do not plot against the US.
2. Guilty nations are not allowed to enter an alliance without US approval .
3. Guilty nations are to limit there military to 5 Infantry Divisions and 5 militia divisions, and posses nothing else. This includes naval, armored, motorized and air units.
4. Guilty Nations are to have no more than 2 Military Spending for the next 50 years.
5. Guilty nations will allow the construction of US military bases at places of our choices in their territory.
6. The guilty nation will disband, scuttle or turn over its navy to the United States to ensure stability in the region.
7. the USA will grant their military protection of these nations from any outside invasion, and at sea.


the following nations will also have the following restrictions enforced, should they be found guilty.
Bolivia:
1. Bolivia is to return all lands it has stolen from Chile to the Chilean people immediately
2. Bolivia is to demilitarize its Chilean border and allow Chilean political and military inspectors indefinitely to ensure that they are not attack ever again
Argentina:
1. Argentina is to return to its 1900 borders, returning all lands taken from Chile and Brazil and reestablishing the nations of Paraguay and Uruguay.
2. The Argentine government is to be dissolved and a new, US approved government is to be established
Brazil:
1. The Brazilian government is to be dissolved and the Brazilian Progressive Party is to be placed in power.

If insufficient proof can be gathered to convict a former American Accord nation, all restrictions imposed during the occupation will be dropped, Except for Restriction #8. the guard on their troops will be dropped, and their equipment and navies will be returned to them.
 
Germany would like to announce simply that the War on Terrorism should in no way effect the interrelations of the ATO nations.

It has become a battle of ideology as to how to treat the accused. Should more evidence be brought up? Or is indeed this so heinous a crime that to wait would be a crime in and of itself?

It seems as though there is no middle ground, and now this war's politics threaten to tear the Atlantic Treaty Organization in half. This must not happen. We have all gained so much and yet have so much to gain from participation in this alliance.

Germany hereby proclaims that no ATO nations be discriminated against or in other ways negotiated with on account of or with the basis of any involvement in the War on Terror. Germany, the US, Chile, and South Africa are of the belief that waiting any longer is a way that lies madness. Our honorable allies would disagree courteously.

Let's not lose our heads within our own coalition. We still have enemies on the horizon, real enemies, whom we must face with unity.
 
Indeed, this incident should not affect how we treat each other, nor do we disagree with the evidence the seem to prove that Brazil, and likely Argentina, are guilty. We do disagree with their methods, but are willing to Tolerate them, with only vocal objections to them, and try to bring reason to this comming conflict.

this incident will in no way affect our foreign policy toward the other members of the ATO.
 
Eire seconds The Bourbon Empires statement, while we believe the Councils investigation is correct we cannot agree with certain aspects of Americas reaction. While we are not going to take offense at their actions we will simply courteously refrain from joining in on any war until such a time as we feel it is either necessary or right.

For those who hoped to remain neutral in this conflict, that time has passed. The South Americans have enlisted the aid of the Communists and Muslims, who have begun this war by invading many ATO nations, the majority of whom publicly stated they would not support us. This hardly seems to be the actions of innocent nations, but that is beside the point. We now find ourselves about to be enveloped in total war on all fronts. We must stand together if we are to have any hope of victory. We must stand firm in the face of all odds and not give in to the nefarious devils who beset us. By working together, we can repulse these vile invaders and secure our safety and sovereignty in the world. ATO, the time for war is now. We will be shortly sending out strategy and what aid we can give, through more private channels, so as not to be seen by our enemies. Onwards, to Victory!
