I changed the rules in order to balance the 4 elements out:
Airbenders can now use Air Wings to attack or claim territories up to 3 "Layers" away.
Waterbenders can now claim and attack coastal territories with navies, which are not disbanded.
Earthbenders' defence has been changed to 30%.
You can only research 1 tech at a time (to make GMing easier)
I also filled in some of the Small Territories near player borders. Since they don't add income, this is purely aesthetic.
Sun Guider Nergüi the Willing, who serve as the voice of peace, the flame of reason and the light in the dark chaos, now sees the time has come to spread the virtues of the Solar Way. Four groups have set to rise: a small land in the north has destined the site of a lit shrine. This shrine will serve a visual guild as well as a place of worship. In the south three groups of pilgrims, guarded by members of the Solar Blades, journey to ensure the growth of the Conclave. In this light the most blessed Nergüi has issued the will of the holy and set money to a group of artisans into development new means of using the land for the good of those under care of the Order of the Flaming Sun.

Nergüi the Willing has envisioned a diplomatic vision: to seek ties with people of Korea. The Sun Guider sends forth Xu Ming to deliver a simple request: an alliance pact in honour to the way of the fire of life.
Meanwhile the last 2 IC is to be used in forging infrastructure.
