As has been discussed, that's not a problem (considering that's just modern geography) and disputed apparently. Historically encompasses Berber Territory encompasses Algeria as well and she is a hero in Morocco apparently
Where does the lion picture even come from? Google Image searches of her only seem to turn up the more tame image. I have SafeSearch off so that can't be it.

I think there's a chance it could be Abderrahmane (Abd al-Rahman), as under his rule of Morocco, he increased foreign trade with Europe, and trade is a big part of BNW.
Why Abderrahmane? There was some WAY better/more deserving leaders in the history of Morocco.
-Ahmad Al-mansour(leader of the saadis dynasty, won the battle of the three king (a really important battle) and ordered the expedition to Songhai),
=Yusuf ibn Tashfin (leader of the Almoravid empire at it'S best, he was the most powerful leader of Western Europe and probably also Africa)
-Abd al-Mu'min(according to Wikipedia, he 'was the first to unite the whole coast from Egypt to the Atlantic Ocean along with Spain under one creed and one government.')
-Yaqub al-Mansur(who maintained the hegemony of the Almohad dynasty with significant victories)
-Ismail Ibn Sharif(considered as the Louis 14 of Morocco). Plus, they all increased trade in a different war and leaded Morocco to glory.

Also, if they could choose Berber leaders, why not Masinissa?
They should represent Berber Morocco instead of Arab Morocco, Berbers in Morocco are still to this day suppressed by the Arab Moroccans. It would be a really cool gesture of Fireaxis to represent Morocco as least Arab they can.
A civ has three uniques and a leader, that's pretty much as deep as representation gets. Heck, haven't heard anyone come up with a unique unit, other than the Black Guard that I first mentioned.
