Best in-game music

I liked the music in Persona Revelations a lot. I don't remember the game that well, but there was a room where you changed party members, or modified skills or equipment or something, and there was a piano and an opera lady who would sing while you were in there. Sometimes I'd just leave it on that screen while I did chores around the house . . .
 
Warcraft 2 definitely needs to be mentioned, as well. I still listen to it occasionally, years after i stopped playing the game.
 
Fallout (1 & 2) was wonderfully creepy, and the songs they chose for the openings were excellent.

Final Fantasy 7 was good despite being rendered in crappy MIDI.

Civilization 4 has lots of great music in it, although most of it is music pulled from here and there (e.g. clips of classical music). The opening menu music (Baba Yetu) is simply amazing. The first time I fired up the game and heard that music was the only legitimate "wow" moment created solely by a game's music.

I thought Civ 2's music was highly derivative of Final Fantasy 7.
 
Civ2's soundtrack is mostly classical music. I don't remember all the titles, but I do remember Ode to Joy was one of them.
 
The warcraft2 soundtrack is very nice :) I like most of the pieces, with the theme of the orks (the one with the 1/16 notes all over) the most probably :)

Also Cruise for a corpse had some nice pieces, one for each room of the ship :)
 
Civ 2 - A very hypnotic music
Deus Ex
Hitman
MGS games - awesome battle music and great soundtracks (just play Snake Eater)
C&C games
And uhmmm Silent Hunter 3, there isnt much music, but the sound of a submarine diving and torpedos being fired are masterfully executed.

A few of Civ4's tracks were from Civ2 as well. Montezuma's diplomacy music in the Middle Ages is one of my favorites (you can listen to it directly from the file if you don't remember).
