If you want to include "Meteora" by Linkin Park, then the winner is "From the Inside", hands down. Really the whole album is better than any song of this year.

But there' no clear-cut winner right now. No "Hey Ya", "Chop Suey", "Mrs. Jackson", etc. etc.

The best song of the year is definitely not a rap song unless it is as superlative as Hey Ya or Lose Yourself. There has been no good rap produced in 2004.From: Jay-Z's Black Album:
"Public Service Announcement (Interlude)"
"Allure"
"Lucifer"
"What More Can I Say"
"My 1st Song"
