Word has reached Us that you and your Brothers[1] and their Subjects have deemed the Latin Caesar no longer capable of adequately protecting your lands and freedom, and have decided to look for more puissant and proximate protectors. Though you are Germans and Latins, while We Ourselves and Our subjects are Russians of Greek faith, know that your coreligionists and compatriots have often found protection under Our reign as well in previous years.
We have held council with Our Notables[2], and decided that We might extend this protection to you and yours as well. However, inasmuch as your Brothers have often been the enemies of Our ancestors, and also to disprove all rumours about your dishonest dealings in these matters that are being spread by our mutual enemies, We must request a number of conditions:
The Brothers will pledge to send at least half their army to Our campaigns at Our first request.
Russian garrisons will be established in Riga, Derpt and Revel, to protect the cities from bearers of ill-intent extraneous or internal, with the help of the Brothers themselves, and the Russian fleet will be free to use the Brothers' ports as it does Russian ones.
Likewise, the Russian traders will be allowed to trade in Livonia and Estland without any of the tariffs set up for outsiders.
The Brothers will send two of their high-ranking Magistrates and a close male relative of the current Grandmaster to Moscow as hostages of good will.
Lastly, the Brothers will - of course - desist from their efforts to recruit the protection of Our brother the King of Denmark, lest they cause strife between us. They should also abandon their attempts to build a coalition against Our brother the King of Poland, though they can be safe in knowing that they shall be protected from any claims the King of Poland may raise against them, if, of course, they would accept this proposal.
In exchange, We will not, as the less charitable of Our Notables suggest, in any way oppress or restrain the Latin faith in the Brothers' lands, or interfere in the internal affairs of the Brothers themselves or limit their amount in any way. And furthermore We will also allow the subjects of the Brothers to trade freely in Russian lands, and not demand the payment of a regular tribute in peacetime.
