The idea is that this is aimed at the semi-autonomous Turkish vassal ruler of Crimea; personally I think it would be better if Birdjaguar replied, because, as I pointed out elsewhere, Menli Giray was allowed to conduct an independent foreign policy, and if the Turks happen to strongly dislike it they could just remove him or threaten to do so after inevitably learning about it from Menli Giray, his enemies and/or their spies at his court. Anyway, if Menli Giray agrees to help us start negotiations with the Porte, then we will conduct negotiations with the Sultan himself (Azale) separately - I was thinking basic trade rights and protection for Russian merchants in Ottoman territory for now, since the situation has been decidedly awful in this regard since the Ottoman conquest of Genoese colonies in Crimea)

If action needs to be taken in Ming waters, then so be it, and Japan shall see to it that within our jurisdiction, they will be punished.

The possibility also arises, that individuals independant from the Governance of the Empire may also be supporting the wokou in their raids, however, we are not implicating the Empire in conspiring with such individuals. But know also that these wokou operate independant of the commands of the Shogun.

Then the Secretariat will expect tangible results in the coming years. If Japan is successful in cracking down on wokou activity within its domain then the Secretariat is prepared to reward Japan by increasing the frequency of Japanese tribute missions. Furthermore should great results be noted then an additional port will be opened to Japanese tribute.
