Decided to use a different system to indicate expansion, as the one I was using wouldn't make a clear picture much longer.

Each colored line represents unit motion. All unowned squares a unit passes through are to be annexed. Yellow squares are the 10 I receive free (if we're not doing that anymore, ignore them).

As for new cities--Place them anywhere, with particular emphasis in the south.

I'd also like to propose a rule change for future games: Instead of territories adding 2 units for each square in the territory, they add 1 extra unit (i.e. 2 units) for each city.

If you do not expand into the territory in Northern Quebec (which Greenland is also in), we will not expand over the territory border. Basically, I'd like to establish a border at the territory border. Agreed?
