Well, being a fair man, there's always a solution to every problem. Not going to give any hints on this one though, and we'll see if ya'll can triumph over Exsecratio dehisciosis or if it will consume your communities.

I will take this opportunity though to remind everyone that as far as I'm concerned, the Sunshine Wasteland we are currently playing in exists in the same canon universe as the Fallout games. This means that any events, elements of society, and so forth are all considered to be fully active at the relevant years in this NES.
 
So we're all going to get killed by the Enclave.

We can agree to stop pirating ships marked with your own colors, but certainly not all vessels. We would require a changing amount of food and water every six months based on our total population. The number would be based on the starting population level of our group at the beginning of that period. One of our vessels would pick up the supplies from your port.

We propose an amendment to your proposal of protection.

We propose that the Conch Thalassocracy joins with the Tubarões in alliance to form the Sunshine Trading League, an alliance of military and economic cooperation dedicated to furthering the interests of its members. The League shall cooperate on mutual defence, assist eachother in times of crisis, and cooperate to ensure food and water security in times of shortage for its members (thus covering your request for food and water in exchange for protection).

Vessels flying the flag of the Sunshine League shall be protected from piracy and members of the League shall grant eachother protection in their waters.

Membership in the League will be open to those states both the Tubarões and the Conch Thallasocracy deem worthy, on request or invitation. The question of whether or not slavery will be permitted in the markets of a given member shall be up to the village in question.

Activities against non-League members shall be up to the perview of the community in question and free from interference from other League members (the raiding of non-League members is not to be forbidden), however, the League shall encourage cooperation in inter-village affairs regarding non-members and should a League member come under attack, the other members are bound to assist in whatever way they can.

What say you to this proposal? With the League, together we shall forge a glorious trading empire across the Sunshine Wasteland!
 
The issue is that I, as a player, know alot more about the disease than my faction does, namely:

Something to do with the Giant Squirrels that the Calusa encountered, and which had similar symptoms (Hive-mind, large size) in Sebring.

Probably something to do with something underground, as the afflicted, in the first stages, seem to dig downwards.

The name Minorne (as in Calusa of Minorne) is a vampire from Skyrim who controlled members of the Dawnguard.

It has something to do with Radio signals, as Nasa has had no physical contact with the Calusa or the Saints Vikings. I'm guessing the Worship- Obey parts are subliminal.

Herobrine suggested an effect of Radiation?

Also wouldn't be suprised if it's the camouflaged deathclaws with pets pulling the strings. :p


The Problem here, though, is that, while I know this, my faction doesn't, and so my hands are tied in terms of the actions they'd realistically take.

I do not believe this was clarified from my scouting of them, but are the Calusa led by an unaffected group of people, or are they all affected? If they are all affected, how coherent are the leaders?

Governor's Challenge

When we took over the Emerald Vault, we came into possession of a number of Pip-Boys, and have since distributed them among our people. Recently our radio tower workers have been reporting problems with their Pip Boys, as it seems the radio has begun to interfere with the problem. They claim that the problem likely lies with an overlapping signal trying to diminish the Pip-Boys’ functionality. They have asked for the chance to halt broadcasting for a short while to triangulate the source of the disruptions. Critics state that this would likely disrupt our efforts to attract immigrants and new people to the Commonwealth while the triangulation experiments take place, possibly for no benefit other than satisfying curiosity. How do we respond to this debate?

Lenny gave his Pip-Boy another smack. After a moment, it resumed proper function. He let out an exasperated sigh. "I'm telling you, Kiera, something is screwing around with this Pip-Boy. And at some point I'm going to do something about it." Kiera offered no immediate response. It wasn't the first time that Lenny had complained, though she wished it was his last. As she had that thought, another popped into her head. One that would deal with Lenny's whining.

"Why don't you just shut off the radio?" This caught Lenny off guard, sine she normally offered only criticism.

"Well, I could get into serious trouble for that. Like major trouble."

"Call it a maintenance issue that requires the radio to be shut off. Get a couple of techs to triangulate the issue and then flip the switch back on."


"Are you sure?"

"Yeah, what's the worse that could happen? Pip boys start working better, and then no more complaints about it being fritzy."

New Gulf Commonwealth Orders (Short)

This half year, we will be shutting down the towers to figure out what might be interfering with the pip boys. If we can triangulate the source and figure out if it's a real issue or a non-issue, either way the issue will be settled.

In the meantime, we will be using this downtime to improve conditions across the NGC. This means improving food sources. Farming equipment and water pump/purification facility for Umatilla (400 scrap, 12 tech), and a boost in ammunition (100 scrap). Instead of boosting fortifications this year, we will take 6 of the power armors and spread them among the 3 towns.

The remaining 4 power armors will participate in another major scavenging expedition towards Apopko. A party of 400 armed (100 laser, 100 2-h, 100 1-h, 100 low tech) towards Apopka to continue salvage expeditions. First they will secure an area to establish an outpost (1000 Scrap). After building sufficient fortification (500 scrap), they will then use that outpost as starting point for continuing scavenging.

Vault-Tec Reminder: The Second Amendment and You​

It is every US citizen’s patriotic duty to uphold the constitution’s most foresighted and wise amendment, that which our vault’s very political basis is founded upon – namely, the Second Amendment. The right to bear arms is fundamental to a safe, productive and moral society, as the preservation of free and fair government requires a well-regulated militia of citizens ready to oppose tyranny within and enemies without. Our vault, at its creation, was provisioned sufficient arms for all of its inhabitants and enough ammunition to last centuries, and open access to Vault 37’s armoury has created peace and order within our halls since the first families were bunkered here when the bombs fell.

Though well known, the rigorous selection process which chose your ancestors to be a part of our community warrants repeating; only those most adamant defenders of the Second Amendment were permitted residence within the vault, with gun owning families given preference so as to prevent the entry of that most feared threat to our Second Amendment rights, the liberal gun control lobby.

As Abraham Lincoln, perhaps the Republican Party’s greatest president, said: “If destruction be our lot we must ourselves be its author and finisher. As a nation of freemen we must live through all time, or die by suicide.” Though nuclear apocalypse may have ended America as we knew it outside, that free and true America, with the Second Amendment clutched closely to its chest, will live on so long as vigilant patriots have the arms and the wherewithal to defend their rights from those that would commit our constitution to suicide.

Orders for Update Fourteen:
The further spread of the illness among our peoples has urged dramatic action from Overseer Lapointe. Along the construction of a new jail, several new structures have been built. Immigration has been relaxed to allow new peoples into the settlements, hopefully some will come forth with information about this illness.

Movements / Orders
-Have a team of 50 with Low-Tech Melee, 20 with 1-H Guns, and 5 Mr. Handys scavenge the local area for scrap and tech parts.
-Give the Conch Thalassocracy the last 600 in scrap when they arrive.
-Send another small, peaceful group of 3 Vault-dwellers to the Calusa to glean anymore information about the illness as possible. Look especially at how the Calusa faction governs itself, along with how the illness continues to affect them.
-Build a forge within Hangarville. (300 Scrap, 1 Tech)
-Construct a Jail within Hangarville. Use it to contain potentially dangerous infected individuals. (200 Scrap, 1 Tech)
-With the newly built jail, secretly hold a small group of infected persons with no family ties in the settlement. Experiment with this group and how different methods could be used to humanely control them.
-Also with the new jail, separate a contingent of infected individuals and heavily test them for causes of the illness. Contain several in a sound-proof and isolated cell for several weeks, and administer several health exams in a controlled environment away from contamination.
-Announce the discover of Exsecratio dehisciosis within Tampa and the Saint Vikingsover the Radio station. Every hour explain the symptoms of the illness and what we currently know about it. Explicitly warn the entire wasteland about the disease.
-Construct a Market outside of Vault 73. (500 Scrap)
-Relax our immigration policy and allow new immigrants into Hangarville, just be sure to inform them about our problems first.

Overseer’s Challenge:

With two new settlements in the wastes, but poorly fortified ones, we have found new immigrants seeking to live there rather than make the dangerous journey into the swamps to the vault. Even though the creation of new fortified settlements and our well-guarded food and water convoys along the Tamiami Trail have made the journey safer, most would prefer not to make the trip. On the other hand, there are security concerns about letting people live in our new airfield oriented bases. Should we allow nomads to make their homes in our subsidiary settlements?

* Given the radio broadcasts from Nasa, the potential security concerns for nomad settlement at the airbases are simply too great at this time. Once we have acquired 520 scrap, we intend to construct a new settlement, where nomads will be welcome; if they are interested in trading scrap for food or water, they are more than welcome to settle there.

• 100 People (100 1-H Guns) continues the salvage of Fort Myers, with special interest in the Florida Power and Light facility near the I-75 bridge.
