2) Requires an Institute. You'll notice that both Vault 37 and I are doing that.
 
@DuneBear: Not in the case of structures, but yes in the case of robot building. In terms of decisions, things will come up as a challenge if you have an institute, based on whether you chose Theoretical or Applied Science. Theoretical will usually lean more toward new tech, applied will lean more toward prewar tech.

So is it like CI special project funding - where I put a certain amount of EP, or in this case scrap, towards the project/research and voila?

Their headless bodied shall be impaled using wooden sticks and shall form a forest of dead bodies. Both the pyramids of heads and the impaled bodies shall be put on display outside of the settlement to show what happens to those who resist the Empire.

Challenge:

Commissioner's Challenge: The huge amount of tech parts acquired by the commissioner's enigmatic ways have begun to brew suspicion among our people. Dark stories have begun to abound about the commissioner, and public misgivings are beginning to erode his authority. Needless to say, if the commissioner's source is revealed, the well of enigmatic surprises like the tech parts would immediately vanish. Therefore, the problem remains on how to handle the growing unease about the commissioner. How does he respond?

Lie to the people and the commission, claiming that the immigrants brought them with their travels, as they feared they would not be accepted. Luckily, we conviced them otherwise, but they still left them over time. Also mention that many were acquired during the raids in Sylvester. These goods are useful for us all, so we should get more of them should we need them in the future.

Construct a Water Purifier and a Hydroponics Farm in Albany for 250 Scrap Parts and 5 Tech Parts.

Send a force of 100 ( 70 H1 - Guns, 20 H2 - Guns and 10 Laser Weapons ) to explore nearby Arlington, Georgia, and scavenge for resources. If they deem it too dangerous, they are advised to act with tactical caution and propable retreat.
 
@nuke: Well Fernandina Beach could be nice. It's close enough to Jacksonville to scavenge, if you're willing to brave the hazards there. The only problem is narratively the area is known to be abandoned and empty of any life, so your faction background should take that into consideration. If I may make a suggestion, why not run aground a cruise ship and make your faction one that has sailed around aimlessly for 200 years and now with the ship falling apart, you have to make landfall. It would explain why you have casino facilities and be a good foundation for any larger sort of factional idea. Also, you would be able to pretty much pick anywhere on the coast you'd like to start, regardless of the area's history.

The main warning here, is regardless of where you start, if the area is "known" you'll have to incorporate into your background where your faction came from or why no one's noticed you for 200+ years. For reference, most of Florida and Georgia has been explored and scouted and qualifies as "known."

If you're set on the Jacksonville area, Fernandina Beach is probably the winner for you. It's a RL resort kind of area, and actually bears a remarkable resemblance in some places to the Point Lookout DLC in Fallout 3. Gulfport and Biloxi could be good picks if you wanted somewhere unexplored and closer to New Orleans.
 
@EQ, looks like East Florida is the more happening place at the moment, more customers for the casino and all. Perhaps we just arrived in the Sunshine Wasteland after hearing about all the wonderfull tales of prosperity?

If you have a recommendation for an area that is close enough to people but also room for a bit of growth for a city state, I'd be all ears.

Also what does the Lucky trait entail and how is it different from Enegmatic? Those seem to be my two choices I'm leaning to :)

Edit: if there's hotel towers and such nearby where I can expand into for later, so much the better, but the main thing I suppose is that it's accessible and close enough to nearby populations
 
Nuke, a good location might actually be Flagler Beach and Ormond-by-the-Sea. It's on the Coast road.

Edit: Or Palm Bay/Vero Beach. Both are similarly on the road, but much more out of the way.
 
What about Daytona Beach? That place looks particularly pleasant if it's not already claimed?

@<nuke>: Anywhere there isn't already a town or faction is a place to start, but if you're looking for East Florida, it really sounds like Fernandina Beach is close to what you're looking for. Plenty of room to expand into Jacksonville and Georgia, and you'll have the numerous and deadly monsters of Jacksonville between you and the nearest faction, the Corporate Trade Federation as a nice buffer. Really, all I'm saying is that using "Pre-War Community" as your settlement type won't work anywhere in Florida. Mechanically speaking, Lucky improves your odds slightly in a number of ways and when a situation is murky and unclear, it'll be ruled in your favor. Enigmatic instead offers a "mini-goodie" of some kind from the start (for example, hundreds of additional tech parts or a functioning reactor) and will offer a low chance each turn of your leader generating an additional "enigmatic find" mini-goodie.
 
Oh no, I definitely am 100% aagreeing with the cruise ship idea. I was actually wanting to do it earlier but didn't think I could earlier. My only concern about Fernandina beach I'd that it's a bit off the beaten trail. My ideal that I'm going for is starting with the ship and building up a city state off of that. Not hugely interested in expanding past that really. Jacksonville would be good for that at Fernandina, but I'm first worried about the get go. I thought Daytona would be cool since it's near 4 factions including the richest and I'm mostly interested in making moolah. But in any case where I start, I'd go with the cruise ship and expanding from there :)

Does Lucky give any bonuses in finding stuff like the enigmatic trait but less frequent perhaps?
 
Lucky does give some bonuses to finding mini-goodies, but only when it would have come up anyways. Strictly statistically speaking, you're more likely to get one with Enigmatic, and of course you start with one if it's your starting leader trait. Lucky is of benefit in more individual situations overall. Also, I further recommend Fernandina because the land there is fertile for farming, and Jacksonville provides a source of scrap parts, whereas if you go into the heart of things further south on the east coast, you'll be in an area that's been pretty heavily scavenged through and may not have the resources to build things up. If you don't mind being close to a bunch of vault-dwelling trigger-happy psychopaths, the area between Sun City Center and North Port has a few good areas for farming (Venice used to be home to a settlement) and there's plenty of untapped scrapping sources down there.
 
Hrm fair point. I didn't really want to do much farming and rely more on trade for that but the scrap issue is a concern. Fernandina has a good beachfront hotel line then? And it's accessible to people of the Sunshine wastes? I'm just making sure my casino is in an area where the population can get to it at the least.

Edit: what about the land between the Sunshine Kingdom and the Survivalists? Any scrapping/farming opportunities there?
 
Most of the land between the Kingdom and Union is well picked over by local towns. There's a few gaps where some ruins remain, but it probably wouldn't last you very long term. Not more than a few years. Fernandina does have some beachfront hotels, but not as much as Daytona or Ormond. Frankly, it's not so much about being near to the people of the Wasteland (being closer to Vault 37's empire would be better if you wanted to be closer to more people overall) as it is creating a destination they'd want to go to. Theoretically, if you didn't mind taking an already extant faction that's inland, the Universal Refuge is built out of Universal Studios, plenty of hotels there (plus the wreckage of the theme parks), that's for sure. Also they may or may not have access to a secret weapon.
 
Yea, the creating of a place you want to go would be an issue, which is why I'm worried Fernandina might be an issue because it has such a distance, while Daytona could be created to be somewhere unique but still within distance. I'm totally open to your suggestions though of where that might be.

The Universal Refuge could be interesting. Could I rework them a bit for like faction name and such? Are there any casinos there, and would that be a place people will want to go to? I assume there'd need to be a massive effort to rebuild the theme parks, while the cruise ship would have the advantage of being a ready to go casino.

Lots of options, I guess it'd come down to where would be the best place for tourists that they want to go, since I'm really going for that sort of New Vegas city state vibe :)


Edit: What about the Magical Kingdom? It seems like that and the Universal Refuge is the most in between spot for the three factions there.
