As it turned out we were kinda on hold until after Christmas. I had been planning on working on it over the holiday but family and Dead State (good game, try it out; 50ish hours into my current game, and loving it). Still, going to be pushing forward on it this week, so it's on its way.
 
Hey EQ, do we have any Super Mutants at all per chance? Are they canonical in this Fallout world?
 
Supermutants are cannon, but I doubt any have made their way down to our area, yet. We might have one or two of the west coast ones who have wandered this way, exploring... MAYBE an east coast or two. No real presence, though.
 
EQ doesn't allow supermutants to be parts of PC factions, if that's the real question.
 
And since almost all the East Coasters are insane savages...
 
Didn't want to recruit them, just was curious. On that note, have non-feral ghouls been encountered?
 
I believe that their are/were a few living in some of the factions.
 
My faction has some sane ghouls in it. We also have encountered a dozen or so. Other factions have encountered a small number as well.
 
Non-feral ghouls do exist in a couple of factions (Kingdom of Heaven, Sunshine Kingdom, and Running with Wolves most prominently) , and I think I've referenced super mutants previously, but overall I'm sticking to the canon of the main games (though events in the Sunshine Wasteland MAY affect canon events the further we go) and super mutants, as far as we know, have not made it to the Florida area. There's plenty of other horrific creatures about. Go to Miami or New Orleans, it'll be fun!

Also, it's been long delayed because I've been insanely busy and distracted, but I'm actually starting the update now. I'm assuming that anyone who didn't get orders in by this point has dropped the NES and will update as such.

Inter-Faction Reports​

SCOURGE OF THE PITT. Reports have come in from the north of a major upheaval which has dire ramifications for some of the people of the Sunshine Wasteland. A large militarized force has swept through the hellhole known as the Pitt, wiping out most of the massive number of raider tribes and barbarians that inhabited the ruins there. While a scattered few are believed to have survived the vicious onslaught, thousands were driven south, chased out of the Pitt by this mysterious force known as the Brotherhood of Steel. Many have banded together for protection, forming a large group originally called by wastelanders as the Pittmen. They have the remnants of the massive amount of firepower that once resided in the Pitt, and with ample stocks of ammunition, they seem intent on searching their way south and making a new home of barbarity in the Fruitlands of the Sunshine Wasteland. Current reports indicate a camp east of Chattanooga, Tennessee, and most expect them to be soon on their way south, killing anyone who crosses their path.

NEW GULF COMMONWEALTH FAIRGROUNDS OPEN. In the town of Leesburg, a new phenomenon has emerged to amuse the Sunshine Wasteland. Harkening back to the old days of Florida being a tourist destination for millions, the New Gulf Commonwealth has offered an Annual Sunshine Fair for the people of the region to celebrate the holidays at. The substantial new fairgrounds offers hotel accommodations at the spacious Leesburg Inn and Suites, while a “drive-in” movie theater has similarly commenced operations, showing the best of prewar cinema. The market similarly offers exotic goods from around the known world, and marvels of technology and development. The booths within are constantly rotating and most are planned to only operate during the main fair events. The movie theater and hotel are planned to operate year around, and this seems to be a promising development for the community of Leesburg’s economic future.

DECADENT DEN OF DEBAUCHERY DEVISED. Seeking to attract both business and migrants to points further south on the Floridian Peninsula, the Survivalist Union has opened something called the New Strip in Liberty City. While most factions have laws against flagrant chem use and other dangerous entertainment, Liberty City has sought to attract the more seedy types of business to its town. Chem addicts, drunkards, and lowlifes of every flavor have begun to be attracted towards the town, seeking a good time for their caps. Unfortunately, due to the relative remoteness of the New Strip and the relatively plentiful supply of chems throughout the Sunshine Wasteland, the new area has not been as successful as some hoped. Mostly only the refuse of the Sunshine Kingdom make their way down to the Survivalist Union, though some more depraved people of Vault 37 have been said to visit on occasion.

Faction Reports​

The Core of Matter

The Core of Matter ended the year fairly quietly and peacefully, but still punctuated with tragedy. A cooking pot that was turned over quickly led to the destruction by fire of a number of residences so quickly that the inhabitants didn’t stand a chance to escape. Many lives were lost in the inferno, and most of the people who survived knew or were related to at least one who died. Still the fires didn’t spread to any important infrastructure or vulnerable buildings, and the faction will likely pull through this disaster. A salvage expedition was sent out to the neighboring town of Arlington to scout for supplies and found a friendly settlement within. The town of Arlington seems to be doing fairly well for itself and even allowed the expedition to salvage around its city limits and walls this one time. They have expressed their great admiration for reconstruction attempts in Albany and have pledged strong friendship in the future.

Commissioner’s Challenge: The local children have begun playing and keeping molerats as pets, often without approval from their parents. There’s clearly a nest of molerats within our town walls, and some people are concerned about the hazards they represent. Some are also concerned that they could contaminate or consume our own food and water stocks. On the other hand, the molerats have been apparently tame and the children enjoy them immensely. How do we respond to requests to remove the infestation?


Corporate Trade Federation

The Corporate Trade Federation has continued to thrive and prosper in the Wasteland, though the recent construction of a new bridge over the St. Johns River at Satsuma has diminished some of the income received from local markets. Salvage operations have continued without difficulty in southern Jacksonville and no losses were reported this year beyond the occasional minor injury or building collapse. The local radio changed up the broadcast as most within the Federation acknowledge that the war with the Kingdom of Heaven has declined to a negligible point, and most consider the conflict thankfully over in all but name. It seems likely that a quiet existence is in the Federation’s future, and most have relaxed and begun to take it easy for the moment.

CEO’s Challenge: A private company has begun operating out of Fort Jacksonville in salvage operations. They are selling the scraps on the open market rather than providing them to the faction’s shared stockpile. Under previous laws and regulations, private enterprise is highly encouraged, but the resources this company secures before our state sponsored salvagers are essentially lost to our community’s development. Some have called for the company to be nationalized or expelled, due to their conflicting interests, while others believe such an effort would be contrary to everything we stand for. How do we respond to this dispute?


Empire of America
Spoiler :

The Empire of America has expanded once again, as its armies rebound from their defeat outside Birmingham earlier in the year. The full force of the Empire was mobilized against the independent settlement known as the Field, seeking to punish it for having the temerity to resist imperial domination. The army groups of the Empire were spotted in their approach onto the town, and the battle that ensued was definitely the most difficult these hardened soldiers have ever faced. The guards of the town inflicted a devastating toll upon the attackers, and only those in power armor ended the battle without death or injury. Over half of the expedition was killed in the fighting, but the Empire emerged triumphant. In the wake of the victory, the survivors of the town were lined up outside the wreckage of the walls and viciously executed regardless of age or gender, and their heads displayed outside of the new settlement, now called Athens. The brutality of the conquest has shocked many throughout the area, and has even shaken some of the more conservative people within the Empire itself.

Emperor’s Challenge: Our recent demonstration at the Field has attracted the attention of raider gangs throughout all of former Alabama. They both fear and respect our methods and means of achieving them. Many have begun to look towards us and have expressed interest in joining us. Many of these raider clans are even more barbaric than others view us to be, often drugged up on all sorts of performance enhancing chems and attacking anyone indiscriminately. If we were open up enlistments to these raider gangs we would almost certainly see a major bump in recruitment, but at the tradeoff of discouraging more law-abiding types of migrants and a rise in local crime and violence. How do we respond to the possibility of small raider clans joining our people?


Georgia Reclamation District
Spoiler :

The Georgia Reclamation District faced a new major attack by raiders on the small town of Jasper. Thankfully new fortifications were brought online in time to block the worst effects of the raider party, which had been fairly large. The raiders were poorly armed and starving, but numerous, likely driven into the area by the arrival of the Pittmen in the Sunshine Wasteland. Casualties were still heavy among the defenders of Jasper, but not as heavy as they could have been with the new walls constructed. The District further proved its industry with new fortifications around Vault 37 and the mass production of a large amount of laser weaponry by the works within the vault itself. The weapons have dramatically boosted the fighting power of the vault, offering more advanced weaponry for personal use than had been previously available.

A new expedition was sent south towards the ruins of Atlanta. A spinoff of this expedition visited the town of All’s Well alongside a group from the Enclave, to attempt to encourage the town to join the District. Impressed and made fearful by the display of Enclave and GRD power, All’s Well fairly quickly voted to join the District. The rest of the expedition journeyed into Johns Creek, finding it empty of habitation. Ample salvage was recovered in the area, and scouts went further into Duluth, finding it occupied by a large number of feuding cannibalistic raider tribes and families. None possessed any real organized and those foolish enough to attack the GRD’s expedition were easily dispatched. Salvage was further recovered from there and the whole expedition managed to return to the main towns of the District with minimal casualties and no fatalities.

Governor’s Challenge: A merchant caravan family has approached our leadership in Vault 37 and have stated that due to the safety of the vault and the presence of ample defensive systems and guards, they would like to establish the headquarters of their merchant company there. They claim to have operations ranging as far north as the Commonwealth, and as far south as the Survivalist Union and are looking for a safe base of operations. Previously they had been operating out of the Corporate Trade Federation but believed that area to be unsafe due to escalation of conflicts. They do not seek to become permanent residents or citizens of the District, simply seeking just a safe headquarters of operations. The company could bring in substantially more caps to our faction, but opponents don’t want to make an exception to the immigration rules for this company or threaten existing smaller traders who are citizens. How do we respond to this debate?


Kingdom of Heaven
The Kingdom of Heaven has failed in its mission and its continued existence. It seems that the costs of the war with the Corporate Trade Federation proved too much for it and internal dissent rose into direct rebellion. The revival of the once destroyed Vanguards in Oscargrad was followed this year by the disappearance of King Balian and the flight of most of the old priesthood. Many people found the towns’ coffers similarly looted by the fleeing government. The old leadership has disappeared, though the church established by the Monastic Brotherhood persists in both Ocala and Citra, just relegated to a more minor role. The town of Citra revolted from Ocala’s rule and has been struggling for the most basic nessecities. All three of the former towns of the Kingdom of Heaven have struggled after years of war and mismanagement, and it seems that they may not outlast their leadership for much longer.
 
Maritime Collective
Spoiler :

The Maritime Collective braced itself once more for the possibility of attack by the raiders of Vault 37, and upped its defenses accordingly. More ammunition was produced to help arm the more advanced weaponry of the town, preparing themselves for an attack that never came. To the surprise of many the apparent dedication of Vault 37 towards the destruction of the Collective did not lead to a new attack. The Collective’s guardians remained vigilant towards the outside world, and no external expeditions were launched.

Mayor’s Challenge: An envoy from a rumored new base to the west arrived at our gates. They claim to represent the heirs of the old American government, the Enclave. They have claimed to have assisted in the defense of our people against Vault 37, even showing holotape footage of their forces attacking a convoy of trucks and howitzers. Our own scouts report evidence of this attack taking place, so it seems that this information is correct. The Enclave has suggested that common cause exists against Vault 37, apparently seeking closer ties with us. Some of our people are hesitant towards joining more closely with this mysterious and heavily armed faction, while others feel we should embrace them as brothers in arms. How do we respond to this envoy?


New Gulf Commonwealth

The New Gulf Commonwealth made new history by revitalizing the traditional Floridian hobby of attracting tourism through local exhibitions. A new fairgrounds was opened in Leesburg, consisting of rotating booths featuring all sorts of local attractions and exhibits. Various old world fairground entertainments and even a minor functioning movie theater have offered an escape from the often terrifying usual existence in the Wasteland. The grand opening of the Fairgrounds attracted people from all over the Sunshine Wasteland, even dignitaries from the Sunshine Kingdom and Vault 37. Many called it a refreshing break from the worst the wastes have to offer, featuring entertainment types from both the prewar world and the postwar one. The fairgrounds are scheduled to continue yearly, but some booths have pledged to remain open year-around offering their exotic wares at any time of the year rather than just over the holidays.

Beyond the ongoing exhibits of the fairgrounds, the Commonwealth has continued surveying the lands to the southwest, hoping to find new territory for settlement or salvage that has not been picked over by previous expeditions and salvagers. Sadly, much of the territory had been thoroughly scoured by people from Vault 37’s empire and subsequent expeditions, so most hope was instead placed upon the agricultural surveys instead. They determined that none of the scouted locations were truly fertile for farming, mostly due from the growth of the Green Swamp since the war, but of those surveyed, Ridge Manor and Groveland were the only areas deemed with moderate soil quality for farming. The latter was viewed as problematic due to the discovery of a hidden slavers den in Clermont. The expedition engaged in a brief firefight with the slavers there, but no casualties were inflicted on either side. The well concealed fortification appears to be the primary base for independent slavers in the Sunshine Wasteland and is heavily armed and fortified against attacks.

Governor’s Challenge: The presence of Southden so close to our territory has led to a matter of concern for our people. While we have previously banned the slave trade in our territories, some suggest that rather than fighting these people we could work with them to dramatically increase revenue through that trade. Others have vehemently opposed any support for slavers of any type and call for the extermination of the camp at any cost. Still others suggest that these are heavily armed individuals and any assault is likely to be costly, thus arguing the position for trade or peaceful coexistence. How do we respond to this debate?


Sunshine Kingdom
Spoiler :

The Sunshine Kingdom has concluded yet another year with large-scale tragedy. Conflict brewed up with the so-called Paradise Kingdom in the Bahamas, as they sought to crush the uppity demands for withdrawal from the island. Unfortunately, due to the lack of survivors, very little is known about the exact sequence of events, but many are shocked at the scale of the disaster. An agreement with Vault 37 was to have two full, well-equipped armies meeting at New Old Fort for a combined assault upon the Paradise Kingdom. Instead, five hundred men were crammed into the single ship of the Sunshine Kingdom with the hull overflowing with their supplies and weapons. The ship was forced to a crawl across the seas, even losing some men and supplies overboard due to the cramped conditions. They reached New Old Fort and transmitted one final broadcast over shortwave, “Outpost appears razed and abandoned, forces landing ashore now, enemy scouts believed in area.” No other word would ever be received from the expedition or the five hundred people who had been sent with it. A Christmas festival held in Nasacity was a hollow compensation for the loss of so many loved ones, and the much more elaborate festival held in Leesburg proved too much competition and very few independent entertainers, merchants, or travelers showed up for the Sunshine Kingdom’s affair.

Queen’s Challenge: The town of New Smyrna Beach has announced its outrage at the loss of so many of its people for a pointless war in which the government was planning on outright betraying an agreement with another fairly unknown community. They have declared that they are seceding from the kingdom and no longer recognize the crown or congress’ authority. Any attempt to remove property or supplies from the town will result in a violent conflict. How do we respond to this crisis?


Survivalist Union
Spoiler :

The Survivalist Union has welcomed new groups of people into its midst, first the Sons of Oscar, a notorious anti-slavery and anti-tyrant group. They have brought new faces and new security to the faction, providing a large stockpile of arms and ammunition to bolster the defenses of Liberty City. The second group is the welcoming of much less noble people, mostly chem addicts and dealers to a new entertainment area called The New Strip. The new part of town has been so far fairly unsuccessful, barely eking by on what business has come its way from the Sunshine Kingdom or the empire of Vault 37. Local users are the primary source of income, but sadly, most businesses are only breaking even with their expenses for the time being.

Salvaging has continued by local sources in Port St. Lucie, and for the most part has been fairly successful at bringing in a solid amount of scrap and supplies for the faction. A secondary expedition was launched to the north, seeking to scout and salvage areas along the coast between Liberty City and the Sunshine Kingdom up to Sebastian. The expedition was successful, despite running into trouble against mirelurks in Vero Beach. There were no significant casualties and most of the creatures kept well away from the bulk of the expedition. In Sebastian itself, an old National Guard arsenal was found with old laser rifles. These proved a significant find, providing some good new weapons for the warriors of the Survivalist Union.

Headman’s Challenge: The Sons of Oscar are getting ready to launch an operation against a slave holding organization or faction in the Sunshine Wasteland. They have requested 3k Caps in support to make it happen. They have promised that in exchange any liberated individuals or weapons will be turned over to the Union if they are successful. Some of our leaders are uncertain about taking a direct role in their operations, particularly as they refuse to divulge their targets or strategy in the upcoming strike. They claim that they do this for our protection so as to maintain deniability in any actions the Sons of Oscar take. How do we respond to this proposal?


Universal Reclamation Project
For as long as it has existed, the Universal Refuge had been an isolated town. It was a town of the outcasts and the refugees that had fled to Central Florida. Some had heard broadcasts, telling of great lives in the new fortified compounds, only to be rejected when they did not have "special skills" or equipment to bring in. Some fled communities that had been conquered or fought over in the wars across the Sunshine Wasteland. Wherever the people came from though, the Universal Refuge became a melting pot, a poor and rather miserable one to be sure, but relatively safe, mostly trying to stay out of the way of the clashing powers, hoping that most would forget that they existed so they could lead a peaceful life. The conquests of Vault 37 changed the Refuge. The community banded together, and produced a deterrent, and Vault 37 did not press further into Orlando. Breathing with a sigh of relief at the safety, the Refuge decided at this point to completely close off their camp to the outside, determined to ensure that wars of the outside world would not come to them.

For the past several years now, Universal Refuge has not taken any refugees, and with a saddened heart have turned away the few that tried. Most refugees were eager to migrate to the Sunshine Kingdom instead, and Universal Refuge became a pocket of quiet. But one day, two teenagers, a boy and a girl, were collapsed near their fortifications. Many remembered times when they too had been desperate, and considering they were simply children, a debate raged until a doctor simply brought them into the camp. No further debate was had, and when the two recovered, the townsfolk seemed willing to let the two be named Jack Harrow and Mika. They would roam like ghosts, seemingly everywhere. One day, a man remarked he needed a certain part for the water pump that the Refuge didn't have. It seemed a makeshift solution would have to be made, but then an hour later, Harrow and Mika cheerfully produced for him the exact part he needed. Over time, people who needed something would be visited by Harrow, always with exactly what they needed. Eventually, Harrow was named Director of the Universal Reclamation Project, his title for this grand new ambition. He also added the title "Master of Ceremonies", which he also gave to Mika as well. For the first time in a long time, the Refuge celebrated, renaming their trash heap into a city. A better mindset, Harrow said. After all, if they really wanted better lives in a better world, it had to start with them.

Master of Ceremonies’ Challenge: With a change in leadership, the first issue to address is that of immigration. Some people believe we should open the doors once more to migrants of all types, while others believe we should be more conservative or continue to forbid entry altogether. How do we respond to the immigration debate?


Vault 37
Spoiler :

Vault 37 has faced some large losses once more as another overseas effort has fallen into shambles, and this time with little knowledge of the cause. While everything remained well on the home front, industrial efforts were put forward into building a new ship to join the Sunshine Kingdom in the defense of their new colony in the Bahamas and the defeat of the little known Paradise Kingdom. Upon the completion of the new ship, a major expedition was dispatched to round the Peninsula and meet the vault’s allies at their base in the Bahamas. The ships remained in radio contact with Vault 37 for the first stage of the trip, but all contact was lost at the point the ships entered the Keys. No one who took part in the expedition was ever heard from again, and it has been assumed that the whole force was a total loss. Reports from the Sunshine Kingdom indicated a similar catastrophe for their forces, and many believe that the expedition from the vault never even managed to make it out of the Gulf of Mexico. This has been viewed as another major political blow against the Jackson family leadership of Vault 37 and it seems likely that plots to create a shift in power will only gain strength in coming months.

Overseer’s Challenge: Three assassination attempts on Gregg Jackson were attempted in less than three months! So far none have succeeded, and the bodyguards of our overseer are completely loyal. Still, we have to respond to these blatant attempts to change the leadership of our empire through force. Unfortunately, as none of the assailants survived their attacks, we have no idea who is behind these attacks upon our leader. Some advocate putting Jackson under heavy guard, despite the likelihood that it would diminish his ability to lead even further. Others suggest that an aggressive purge of the ranks and leadership of the vault, including dependencies, is the only way to secure the loyalty of those who remain. What action do we take against these continued attacks?


Wasteland Wolves

The tribe known as Running With Wolves has settled down at last, now calling themselves the Wasteland Wolves. They spent a few months gathering new scrap in the outskirts of Jackson, and alienated themselves from the settlement of Old Trace which was not pleased about the Wolves salvaging in Ridgeland despite previous warnings. In fact, several potshots were taken at the Wolves’ scavengers in Ridgeland, and they moved on quickly. Madison proved more lucrative for salvage operations and they stayed there for some time before moving on to Flora. Flora was appealing due to the previous explorations which indicated the area to be highly fertile for farming and the leaders of the tribe viewed it to be a good home for the people under their protection. Construction was quick over the end of the year, building a basic wall and other survival equipment. More sophisticated structures such as a forge and ammunition convertor were further added to the new town of Wolf’s Lair, offering a capital worthy of a newly settled faction.

Pack Leader’s Challenge: A tribe with a similar history to our own, fleeing the tyranny of Caesar’s Legion and the anarchy of Texas, has arrived in Yazoo City not far from us. Reports indicate that they wiped out the peaceful town of Iverness to the north, but they are conflicted on what spurred the vicious struggle. Some say that the settlers attacked the tribe first, while others claim the attack was unprovoked and that they are seeking to conquer and spill blood. We have received no contact from the Chairkey Tribe itself, but they are definitely approaching our settlement. How do we respond to this possible threat?


Workers’ Republic of the Reclamation

The Workers’ Republic of the Reclamation continues to make all efforts to recover valuable assets from the nearby wasteland. Expeditions continue into territories all around, even into Savannah itself despite the risks. A good haul was had by each expedition and none of them really ran into any opposition of a significant sort except a scouting expedition to the west. They explored Ellabell, Pembroke, and Fort Stewart, finding all of them worthless for farming and almost empty of any local habitation. The single exception was Fort Stewart, where they stumbled across a small raider band which immediately attacked without provocation. Thanks to superiority in arms and armor, the Republic’s expedition easily wiped out the raider clan and found that they had barely anything to their name to begin with, and were most likely resorting to cannibalism. On the home front, things remained quiet, and became even quieter when the faction’s radio tower was destroyed in a particularly severe storm. The tower has yet to be rebuilt, and it seems likely that the old parts to it were a complete loss, and most are grateful they survived the building’s collapse.

@Quisani: Per the weapons post on the front page, only three levels of farming equipment have any effect in a given settlement. Therefore, there was no movement of farming equipment from Ocoee to Bushnell.

@<nuke> and Thomas.berubeg, as per starting turn policy, I didn’t allow for stat changes in the Universal Refuge beyond food and water consumption for this turn. The 500 Scrap Part gift has remained in the coffers of the Sunshine Kingdom.

I saved my image as a PSD file, which means I can change the bottom headline each update very easily. Still, looking forward to other people's headers.

Meanwhile, question to EQ: my previous Pack Leader's challenge was revolving around a suspected Caesar's agent and the fiercest warrior of the tribe. Did my solution bring any resolution to this? Have the Watchful Ones found anything interesting/suspicious about the warrior and the people who blamed him of disloyalty? It may affect my actions next turn.
