INTER-FACTION CHALLENGE: The establishment of a new outpost in Orlando by the Corporate Trade Federation has once more risen the matter of salvage rights in the Greater Orlando area into dispute. Corporate salvagers have so far disregarded all of the previous lines of salvage, leading to a growing number of incidents between other factions scavengers. Occasional shots have been fired between scavenging parties, but no casualties have been reported yet. It seems likely that should the situation continue, it could result in constant fighting between all factions currently salvaging for scrap in the Orlando area. While it was thought the matter was previously resolved by treaties signed between the relevant factions, it seems to be an issue now coming to a head, as older factions face pressure to extend their areas of influence and scavenging to support growing demand. On top of these problems, the recent devastation within the empire of Vault 37 has led to growing chaos in some regions, as various groups proclaim independence and rebel. Relevant Factions
SUNSHINE STATE TROOPERS DISSOLVE. Word has spread through throughout the Sunshine Wasteland about the end of the mercenary group known as the Sunshine State Troopers. No survivors of the organization are known at this time, though witnesses claimed to have seen a major battle somewhere north of Tallahassee. They claim that a mysterious and fortified compound came under attack by aircraft and power armored soldiers, and that tactical mini-nukes were used liberally against the defenses. The fighting wrapped up quickly, and reports indicate that some of the Troopers may have survived and been taken prisoner by the attackers. Claims through intermediaries indicate that this could be in retaliation against a previous Trooper contract. As yet, no group has emerged to take the Troopers place as a morally neutral mercenary band.
FIREWORKS MARK GALA OPENING. Celebrities and royalty alike of the Sunshine Wasteland have arrived to have a good time in Universe City! With the grand opening of the park, hotel, and various attractions, people from all walks of life are encouraged to have a good time. Luxurious suites in the Blue Lagoon hotel managed to have great views of the motorcycle races that were true feats of daring and spectacle. While the exhibitions were marred by the crisis created in Central Florida by the destruction of Fort Freedom and the chaos in Jacksonia those present reported to various radio networks that they had the times of their life. Already it's reported that people from across the wasteland have begun saving their caps to make a pilgrimage to the new entertainment center of Florida.
CHAOS REIGNS AS FIRE FALLS FROM SKY. The empire of Vault 37, now known as Jacksonia faced severe tragedy of an unprecedented degree. Fire rained from the skies down upon the town of Fort Peace, destroying everything within and around it. The entire region was apparently bombarded from space, leaving nothing but a giant crater which quickly filled in with water from other water sources locally. The entire town was destroyed instantly, and there are no reports of any survivors from the destruction. Overseer Gregg Jackson is believed to have been among the casualties as was much of the faction's stockpiles and supplies destroyed in the process. Brutal rioting broke out in Haven and Davenport against local authorities, while Ventura City rose in rebellion, both among slaves and the normal citizenry. Order was barely restored in Haven and Davenport, and even in Fort Freedom, the population seem dangerously close to revolt. Gregg Jackson's daughter has proclaimed herself Overseer in the newly constructed Fort Strength, and used her fearsome reputation to rally support behind her in the Fruitlands. Many of Jacksonia's cities continue to verge on open rebellion or riot, as Ventura City braces itself to maintain its hard won freedom from their former oppressors.

The Atom Union has undertaken immense construction and development projects throughout all three member towns of the union. A new institute has been established in Albany, creating a place for higher education and research, the first of its kind in southern Georgia since the Great War. New fortifications have been built in all three cities to help protect against raider attacks, which proved good judgment when raiders attacked Easebur in May. New farms and purifiers were constructed in Arlington and Easebur, mostly directed at improving the food situation overall and keeping pace with a growing population. An expedition was sent to the town ruins of Moultrie, but found the local area to be worthless for farming and effectively abandoned of any habitation, human or otherwise. They managed to retrieve a modest amount of scrap before returning home.

The Corporate Trade Federation has begun the year quietly, facing no real adversity or setbacks. Salvage missions continue regularly into Jacksonville, and local scavengers have reported their efforts to be becoming easier as the Southside wildlife begins to be reduced by constant human operations in the area. An effort was launched to increase operations and scrap collection as an expedition was sent through Sunshine Kingdom territory to develop an outpost in the ruins of Orlando. The new outpost was built on the north side of the urban center, and immediately began collection of nearby scrap. There has been some concern that this could lead to newly strained relations with the Kingdom, but others are optimistic about the marketable promise of an outpost in the Orlando area.

The Empire of America has quietly prospered as the year begins, maintaining strong production and making efforts to increase local food production. The growing number of raiders bolstering the ranks of the empire has resulted in fewer people interested in farming, so it seems wise that most farming continues to be restricted to smaller hydroponics farms instead. A small expedition was sent out to the suburb of Birmingham, Bessemer, a region already scouted by previous expeditions. They managed to recover a decent amount of salvage in the process, returning a moderate amount of scrap back to the main stockpiles at Felix City without incident.

Emperors Challenge: The emperors golden crown has gone missing! Loyalists whove been in the bunker since the beginning blame one of the most influential raiders whove recently joined us, while the raiders leader blames one of the ranking officers of the loyalists. Both sides have presented evidence against the other and they seem to balance out evenly. The crown has not been located, but both insist that action be taken against the other faction. How do we respond to this debate?
Georgia Reclamation District
Spoiler:
The Georgia Reclamation District has continued to face down problems of shortages as they enter a new year. Major contamination of last years food production and an overall deficiency in water production were dealt with as new water was purchased and old stocks of food were relied upon. To compound the difficulties suffered by the faction, the ammunition convertor in Vault 136 suffered a catastrophic failure, leading to an explosion and the deaths of responding maintenance workers. Ample production and construction throughout the faction continued throughout the months following, and for the most part, much of the water production was made up, to the point of a faction-wide surplus. Aiding the recovery has been some positive reports from expeditions sent out throughout northern Georgia.
The first expeditions returned to the Cornelia area and surrounding towns and found surprising results. A decent amount of scrap was recovered from the ruins of Alto, while others found that the town of Baldwin had been occupied by recent migrants from the north. The town itself has been somewhat fortified as this new, mostly friendly, population has set up a new home for themselves. Two other expeditions found new settlements in the wasteland. The first was a thriving isolated community called Lula, which has been apparently prospering for years and possessing plenty of firepower to ward off raiders. Another was a more distant and struggling town called Oddity, which has apparently only barely managed to survive in recent years. One of the other late expeditions was sent up to Toccoa, where they encountered a major band of raiders that immediately attacked. The expeditions robots bought time while a rapid response team was sent by the Enclave. The Enclaves troopers destroyed the remaining raiders, allowing the GRD to salvage the local area for scrap.
The largest and most successful expedition was a return to Dobbins Air Reserve Base outside of Marietta. They were prepared for further conflict with local base defenses, but much to the surprise of their fighters, it seemed that the majority of the defenses had been wiped out the previous year. It was a simple operation to clean up the remaining robots, and only a handful of people were injured and none killed. Operations immediately began to convert the base into a proper settlement, clearing the airfield and restoring old buildings while piling up less essential tech parts for transit back to the vault. The new outpost has attracted some interest from migrants, offering a closer place for safe salvage of Marietta. The Enclave celebrated the success of the operation by granting the Districts engineers with blueprints for constructing modern artillery equipment.

Governors Challenge 1: It seems we are simply faced with one problem after another! Our water is still short of a comfortable surplus in production and food is also growing short in comparison to our supply. People are nervous that our abilities to keep up with immigration are growing slimmer and have called for a halt to immigration. On the other hand, others insist that we maintain immigration, but simply work to rectifying the continuing shortage problem. How do we respond?
Governors Challenge 2: An invitation has arrived through the emissaries from the Enclave. They have politely requested a face to face meeting between the President and the Governor and offered transit on a vertibird to the headquarters. They have stipulated however, that should the governor accept the invitation, he would have to come alone and would be blindfolded for the journey. Some of our advisors are concerned about the Enclaves intentions, but other believe that this is only like to be a good thing for our relations with the Enclave. How do we respond?
Jacksonia

Vault 37 has changed its identity as the old vault is threatened with structural collapse and failure. Efforts were made immediately to evacuate the vault and the residents were resettled to the newly built Fort Strength in the Fruitlands. Construction was rapid, allowing for new fortifications and structures to rise up quickly, mostly aided by the previously salvaged parts from the vault. Trade has been increased with the regular trader, providing more food in exchange for a growing amount of scrap. Unfortunately these promising signs of prosperity were all thrown away when tragedy struck in epic proportions, threatening to bring everything collapsing down.
Fire rained down from the sky upon Fort Peace, as heavy kinetic projectiles were said to have landed directly upon the Great Palace and spread outward from there. The entire town was demolished with great force and what was once one of the great cities of the Sunshine Wasteland was turned into a new lake in the Fruitlands. Gregg Jackson himself was killed in the bombardment, along with most of his trusted advisors. Rioting broke out immediately in Ventura City, Haven, and Davenport as the radio went off the air and the old ties of leadership dissolved. Eventually order was restored in Haven and Davenport and the new leadership pledged their allegiance to Gregg Jackson's fearsome daughter who had managed to secure power in Fort Strength and Fort Freedom. Ventura City, filled with bitter slaves and citizens, managed to seize power for themselves and declare their independence from Jacksonia, liberating themselves from perceived oppression. Amidst the chaos very little productive was managed and this has been seen as a major blow against the legitimacy and power of the Jackson regime. So far no one has claimed credit for the incident and rumors abound from everything to an Enclave attack to an act of God.

Overseer's Challenge: The entire empire and nation of Jacksonia stands once again on a precipice. The death of Gregg Jackson has led to a spiritual hole in the leadership of our nation. Many of our military leaders followed him rather than the Vault's laws and organization, and those who were most loyal perished in the destruction of Fort Peace. While riots and revolt was suppressed everywhere but Ventura City, if we act rashly, an open revolt could take place almost anywhere or everywhere. The majority dissent is believed to be build-up against perceived oppression by the vault dwellers and government in Fort Peace, and unless we take dramatic action to redefine their roles in the new state of Jacksonia or crack down with new force, we will face further revolts and unrest. How do we respond and consolidate control with the new Overseer?
The Maritime Collective faced tragedy as the long-term mayor, Aerwynna Beckett passed away from natural causes early in the year. Immediate snap elections were held to determine a replacement, concerned about a lack of leadership should a crisis arise. The elections brought Aerwynna’s own son, Harken into a position of power, as he became mayor himself to replace her. He has been widely celebrated as the heir apparent and he immediately built support by personally leading an expedition to the east, the ruins of Niceville. The expedition was fairly successful, returning a large amount of scrap in addition to the recovery of a small arsenal of weapons. These were added to the already substantial pile back in Pensacola.

Mayor’s Challenge:Scouts have reported an unusual type of robot meandering around to the north of Pensacola. They claim it looks like a pre-war pepper shaker with two sticks and a plunger sticking out of the front. It has so far not shown any aggression, or rather, no one has lived to see any aggression from the robot. Some of our people claim we should leave it alone to continue on its way, while others suggest we should try to hack or gain control of it. How do we respond?
Mississippi Democratic Republic
A pre-war NASA engineer from Alabama reduced to ghouldom by the aftermath of the War, just about the only thing Jim was blessed with (his original surname having passed even from his own memory) was literacy. In the harsh post-war world, Jim and the fellow ghouls he banded with found themselves oppressed and ostracized. Throughout the fields of post-war Alabama and Mississippi, he saw ghouls dehumanized, an ostracized underclass to their smoothskin masters. And he could do nothing. That is, until he found an English copy of Chairman Mao's Little Red Book, hidden away in the closet of an abandoned Alabama house. And reading this thoroughly convinced him that perhaps the teachings of that old Chairman were the sole path for ghoul liberation. Jim spread these words to his fellow ghouls. After some initial defeats, Jim's now-armed group came upon Natchez, which in those days was a city of smoothskin masters lording over an underclass of lowly ghouls. But Jim and his men entered Natchez and sacked it, turning it to the ghouls, and Jim was proclaimed Chairman of the new Mississippi Democratic Republic.

New Gulf Commonwealth
Spoiler:
The New Gulf Commonwealth has started the year quietly, making efforts to modernize their assets and secure a more prosperous future. They have built a new and highly efficient energy reactor in Leesburg, offering new opportunities for construction and development. Salvage efforts in Orlando have continued at a heated pace, but the arrival of a Corporate Trade Federation outpost has raised concerns among local scavengers. Already some clashes have been reported with Corporate salvagers in the Orlando area, as they fail to abide by previous treaties dictating salvage zones in the ruins.

Governor’s Challenge: Reports from Fort Apopka indicate that despite the community’s high population, they appear to be mostly unproductive. Investigation has revealed that well over half of the town fail to participate in salvage operations or any productive activity. If anything, they are likely a burden on the more productive part of town. Leaders in the community have appealed to the leadership of the Commonwealth to either exile these dregs completely or move them somewhere else. How do we respond to these cries?
Sawgrass Tribe
Since as far back as the stories go, the Sawgrass Tribe has lived in the Everglades. They've kept to themselves, not because they're afraid of outsiders, but because they have no need to interact. Their enigmatic leader, the curious metal god called "Mr. E" by the tribesmen, has guided them to a life of plenty. Over the generations they had spread across the 'Glades, forming settlements and trading amongst their own with no real interaction with the outside world. They've survived the wildlife, the hurricanes, famine and drought. However, recently traders returning to Stilt Town have reported the complete absence of people in the outlying outposts. A few have returned ill, from an unknown cause. Mr. E has promptly ordered the isolation of any sick. Following his programing, he has determined that some new plague must be sweeping the Sawgrass Tribe, and that it might finally be time to contact the outside world in search of anyone who might be able to help.

Chief’s Challenge: As we gain new contact with the world beyond our town, we’ve discovered a number of tribes and would-be immigrants looking for a safe place to live. Obviously they don’t share our ways of life or ideals, and they could be trouble. On the other hand, it may be useful to have other people with other skills in our community. How do we treat the phenomenon of immigration?
Sunshine Kingdom
Spoiler:
The Sunshine Kingdom has continued to build up its resources and work very closely with neighboring factions. A trade of information and training between Vault 37 and the Sunshine Kingdom has allowed the creation of new energy reactors in both the towns of Satsuma and Universe City. Intensive aid has continued to be provided to the Universal Reclamation Project, seeking to develop the mercantile possibilities of that faction. Otherwise salvaging continued to take place on schedule and without any particular hiccups, as a new expedition was sent to Camp Blanding in the north. The expedition consisted of veterans of previous fights with robots and they were more than capable of methodically clearing areas of robotic base defenses. Sadly they failed to recover anything more than scrap, but made an interesting discovery. Underneath one of the main camp facilities was an intact vault, labelled Vault 44, and they were able to gain entry, as the vault entry code was not active. Within they found the vault to be in apparent pristine condition, with jumpsuits folded on all the beds, as if waiting for arriving citizens. From all reports, it appears the vault was never used in the Great War and never once occupied in the interim. Tests of the machines within show that the food and water producers are still in prime condition and fully capable of production.Rather than salvaging the vault, the expedition instead sealed it with their own new passcode, and returned to the Kingdom with word of their find.

Queen’s Challenge: The discovery of Vault 44 offers us a wonderful new opportunity for expansion. We could easily claim the vault and everything within without expending any additional resources for settlement. This would provide us with an impenetrable stronghold west of the St. Johns River and give us a base for future salvaging in Camp Blanding and beyond. On the other hand, the complete lack of any apparent human activity in the Camp Blanding area and the lack of any apparent damage from the Great War has unnerved some of our explorers, complaining about the sheer quiet of the vault and the area around (besides the robots). Should we occupy the vault or simply salvage all possible scrap and equipment from within?
Survivalist Union
Spoiler:
The Survivalist Union has developed nicely and avoided any real catastrophe. A few pants were made slightly more brown when an egg salvaged by an expedition to the south last year hatched and nearly killed a person. Apparently it was a young dragon and it was very quickly put down by a power armored fighter when it erupted from the egg. Beyond that event, the main feature for the Union was a quick salvage run along the coast between the primary settlements of Liberty City and Refuge. The expedition was highly successful, finding an old hardware store that contained a number of advanced power tools easily turned into weapons. Plenty of scrap was also recovered, being quickly returned to the stockpiles at home.

Headman’s Challenge: A strange peddler with a small boat and crew have made contact with our market in Liberty City. He has offered a fairly simple trade, 200 2-H Guns for accurate maps and information about civilized regions of the Sunshine Wasteland. He claims that this is for establishing new trade and contacts with a larger trading network, but has refused to offer more information. He has warned us however against providing false information, as he is simply confirming word from alternate sources. How should we respond to his proposal?
Transmississippian Confederation
Spoiler:
The Transmississippian Confederation found itself holding a new barbarian horde of slavers at bay, after the destruction of their salvagers last year. The Mohammetans came east from Redwood, threatening to visit the same fate upon the town of Headwards. The Confederates came to the aid of threatened town, along with expeditionary forces from Jacmed and Moor's Head. An attempt to stir up a slave rebellion in the ranks of the Mohammetans failed, and an outright and open battle had to take place instead. Thankfully, thanks to the additional firepower brought by Moor's Head, the fight was not as bloody as it could have been. Ranged weaponry and assault rifles inflicted a hefty toll upon the attackers, and the defending melee warriors proved deadly effective at their work, particularly when they managed to bring in an attack from behind. The Mohammetans were routed and the few survivors fled into the mountains with what supplies they could carry. Most of the slaves were freed and returned home. Sadly, this battle was not the end of conflict for the Confederation. An independent band of raiders came in from the east and struck the Wolf's Lair, inflicting casualties but they were unable to get away with any stolen goods.

Pack Leader’s Challenge: We have learned more about the Mohammetans' culture in the time since we defeated them. Many of the slaves were forced to adhere to their strange religion called "Lam" and the worship of their god Allof. While some have immediately abandoned that faith in exchange for their own traditional ones, a surprising number have retained this faith which preaches that all others are not true people and deserve death by the sword. They have remained quiet so far, but they are more fervent in their faith than any of our others and thus make some uneasy. How do we treat those who worship the god Allof?
Universal Reclamation Project
Spoiler:
The Universal Reclamation Project has welcomed the Sunshine Wasteland to their territory with the official opening of their new amusement park. With new rides and attractions which once featured prominently in the Old World, these have been accompanied by daredevil motorcycle performances and races. Business as usual has continued throughout the new attractions and reforms have helped to provide new security and attraction to Universe City. Management has been rearranged and it seems likely to work in the favor of future development. To aid this future development, support from Vault 37 and the Sunshine Kingdom have led to the construction of an energy reactor and an automated defense system to help protect the town from outside threats.

Master of Ceremonies' Challenge: The Royal Archeological Society from Nasacity has arrived and made a request. Of course they could get in the way of future modifications of the park and development of our society. They possess considerable financial influence back in the Sunshine Kingdom and alienating them could create enemies in the Sunshine Congress. How do we respond to this request?
Vault 24
Amber Jones is the most recent Overseer of Vault 24, and the third in line since the Vault was opened. As of 2257, she's forty-two years old, and rules the Vault as fairly and just as the Sunshine Wasteland allows for. The Vault had a turbulent history ever since it opened, and the previous two Overseers had a rather unfortunate habit of kidnapping random Wastelanders so that they can clone them and then indoctrinate them. Granted, it was for relatively benign reasons, as non-stop cloning can often backfire in a variety of grotesque and terrifying ways. As of today, Amber Jones allows only second generation voluntary cloning, and as far as people are concerned, she does her job well.

Starting this turn you may notice in big bold letters at the top of this page the new “Wasteland Challenge.” Rather than making a challenge for a large number of people all identical, I’ve decided in issues of multi-faction concern, to present a challenge like those above. With the Wasteland (in some parts) now being more connected than ever, it’s definitely time to offer up challenges that affect multiple players. These challenges require a response from all listed players, and yes, no response counts as your response just like with the regular challenges.
@Christos200: A hydroponics farm requires a steady supply of water in the settlement to actually be able to produce anything. Therefore the one in Heavenly City was not built.
@Tonli: As long as your cloning machine remains active you can produce up to 1,000 Population a turn or any amount between that and 0. The cloning machine does not need to be active every turn. Also numbers not divisible by ten are evil.
@Ahigin: There is no more scrap collectable from the area around Flora, as it is tapped out for further salvage. That is why no scavenging happened locally there.
Decamper is temporarily available in the NES. The Workers' Republic of the Reclamation is to be NPC until approximately the 21st. For the time being I'll take any diplomacy for his faction that is required.

Overseer's Solution
Spoiler:
Care is advised. We should let only people with knowledge that would be useful to us - most importantly military, scavengers, engineers and medical personnel. Other migrants are discouraged. Cloning machine, while it's useful, shouldn't be abused, and due to the fact we're rather lacking knowledge in some important spheres, we need people to teach us how to gain an edge in survival.
