Mayor’s Solution:
Spoiler :
Aerwyna Beckett had many plans in place for when the new settlement would be established and she envisioned the overall governing of the faction as a whole to be a federal republic in that there is a division of powers between the faction as a whole and the government of the individual settlements. Settlements would have their own way of managing their laws but till follow some overall faction rule. For example slavery is forbidden would be an overall rule of the Maritime Collective and must be followed by all settlements but New Panama can make up certain rule on punishment for crimes that are different from Pensacola as long as it doesn't go against the the overall rule of the Maritime Collective which is all criminals are judged fairly. Their would also be a rule in that each settlement has to have a council/ leader manage like with Aerwyna and her council which are voted in by the public. To make sure this work Aerwyna will meet with this leader of New Panama explain her idea of the faction governing in that the leader has to create a council like her. She does all this in hope that there is independence in governing but not to the point in that the new settlement separate from the faction as a whole because if they do this could spell ruin for both as they wouldn't be able to support each other.

OCC: long story short I kind of want settlements under this faction (beside Pensacola) to be npc in that they salvage/build on their own if this is possible.

Orders:
Spoiler :
-A group of 70 men with 30 1-h guns, 20 2-h guns, and 20 laser weapons will head to Foley,AL for slavaging they will take the boat if they have to cross by water to get their.

-(if i cant have Panama play like an npc) In Panama under that new leadership orders 50 Low-Tech Melee Weapons to search Panama for any scrape.

If there anything wrong with my orders tell me.

A Letter to Headman Julie Keyes, Survivalist Union
From Queen Jayne Bede, Sunshine Kingdom

Once we've stabilized our area a bit more, The Sunshine Kingdom is interested in a long term expedition to the Ruins of Miami. As this contradicts the treaty we have signed with you, we ask for your permission for our forces to travel there. Additionally, we offer an invitation to you to join us, sharing the spoils of Miami. This, of course, will only happen in a few years.

A Letter to Queen Jayne Bede, Sunshine Kingdom
From Headman Julie Keyes, Survivalist Union

We can probably join in such an arrangement. We have heard that Miami is thick with peril, so a cooperative expedition would likely work best. We can start seeking information from those merchants that attend our market about the lands that way.

Spoiler Doctor’s Challenge :

A killer stalks our streets! Three would-be immigrants have been found with their dead in the back alleys of our town. Based on what we’ve found, they’ve been bludgeoned to death with a hammer, and then cut apart with some sort of curved cutting instrument. The people are alarmed, and concerned that one of the feral children may be responsible. Alarmed people can turn rapidly into angry people, how do we respond to this issue?

Spoiler Doctor’s Solution :

An investigative team will be look into the murders, questioning any who might have information or may be suspect. The children will also be told they are not suspected of any wrongdoing, but for their own safety from frightened townsfolk, they will be each paired with a guard, with the guard preferably being someone the child has taken a liking too. In addition, investigative team members will shadow the children and their partner-guards.

Spoiler Orders :

- Construct 2x farming equipment for 200 scrap, 4 tech.
- Construct water pumping and purifying station for 300 scrap, 8 tech.

- A 25 man scavenging party armed with 15 1-H and 10 2-H will be sent east along roughly the same route to Hilton Head island, scavenging what remains. If they don't find any/have time, they will make a detour north to see if the 170 bridge towards Beaufort is still intact (while scavenging along the way, of course)
- A 80 man team armed with 50 1-H, 25 2-H and 5 HW will scavenge northern Savannah in force, mostly centred around the airport and riverside area. They are to engage the ghouls as appropriate, and are to withdraw if attacks become overwhelming or if the expedition incurs 25% losses.

From: Burned Men

We will leave your people alone if you agree to pay us with 100 Food and Water every six months, or 200 Scrap Parts, or any combination of the three types of items adding up to 200 total units. You may be aware that we were able to defeat the best the Sunshine Kingdom had to offer, and we are prepared to turn the weapons we’ve since acquired upon you if you refuse our reasonable request.

We will consider it.

Governor's Challenge

Spoiler :
Governor’s Challenge: A group of refugees from the former town of Chuluota have arrived and number nearly four hundred people. They have a large amount of supplies and weapons, but are seeking a more permanent settlement. Still, they are a bit unusual and tightly bound together as a community, if they were to join us, they’d be a very insular minority, which could cause trouble in the future. While they claim to be on the way to join the Sunshine Kingdom via a safer crossing near Palatka, some of our people think we should convince them to stay with us. Critics claim that our food and water production already falls short of what its needed yearly, and that this may not be a good move. Should we attempt to bring these people into the Commonwealth?

Governor's Challenge Solution

Spoiler :

Well, we've got room for foreigners, I reckon. Maybe they'd be willing to settle some farm-able land. We could offer them land west of Leesburg or north of the Emerald Vault.

New Gulf Commonwealth Orders (Short)

Spoiler :

Offer the band of settlers land to the west or north for settlement. The NGC will offer protection if they settle a site that is mostly arable.

Move the Howitzer to Fort Apopka. Assemble a force of 550 men from the Emerald Vault, Leesburg and Umatilla (5 Plasma, 4 power armor, 100 Laser weapons, 70 2-h guns, 200 1-h guns, 121 low tech weapons and 50 to lug the howitzer double time). Present offering to the Burned Men (dress up some junk to look like it's scrap). When they arrive to collect, begin firing the howitzer at the group and snipe at them. If they retreat (and the howitzer has the range), begin firing the howitzer at the Burned Men base recruit an additional 300 men from Fort Apopka. If they do not surrender, make a feint assault the at their main gates. Have the plasma blow some holes in their base from a side they won't expect it from. If we can cause their defenses to collapse in on them, great. If we open up multiple ways into their base, that also works. Scrap everything and take prisoners.

Scavenging/Military

An expedition will be sent down to the estuary region again, this time with the major goal of investigating the area of south Port St. Lucie for settlement, such as what sort of work would need to be done to make it habitable, fertility and safety. It will be composed of 110 individuals, with the new suit of power armour as well as 10 lasers, 45 2h guns, 55 1h guns, and 50 melee weapons. They should engage in general scavenging as well, and try to cull some of the mirelurk population, in order to keep it from exploding again. If all goes well, they should try to get as far as Port Salerno, circling around the estuary.

Construction:
Construct our third set of farming equipment in Liberty City for 100 Scrap Parts, 4 Tech Parts.

Construct a set of Fortifications in Indians Hideout for 500 scrap.

Other:
Ask any traders that visit the market for information of the lands to the south; some of them may know more than we do (which is so very little) about the region.

Heh. We're both attacking the Burned Men.

Major Michael Weston surveyed the barren wasteland around the small supply depot. Pre-war, it had been a bustling community in the suburbs of New Orleans. Nuclear holocaust and nearly two centuries of neglect had turned it into a ramshackle collection of cobbled together buildings. A band of wandering marauders had set up camp here, not realizing the veritable goldmine that lay just below the surface. They had been...less than cooperative when Weston’s force had arrived. Now, laser and plasma weapons had reduced the raider “stronghold” and its residents to nothing but smoking ruin. Good. That kind of scum did not belong in Maj. Weston’s United States.

He turned back towards the center of town. His men had found the stored food and ammunition with the Digital Sounder and were working to set up the collapsible Mini Military Combat Excavator Rig as quickly as possible. Several had broken along the way; any more lost and Finley’s men might be in trouble. They were being extra cautious as their new base was a long way off (and their objective farther still) and none of them liked the idea of starving to death before their arrival. Just beyond the town, he could see several of his men forming a picket line a short way off. It would hardly be necessary, since the area was quite flat and open and any approaching trouble would be quickly spotted and eliminated. But, he was glad they were sticking to protocol; a relaxed soldier is a dead soldier as Colonel Autumn always said. Just outside the walls, the Vertibirds waited patiently while the men performed spot checks and minor repairs. They were fast, strong and dependable but seemed to constantly need repairs of some sort. These stops were becoming all too commonplace, especially after the attack by those giant flying...things the day before. Thank God the Enclave had established bases like this across the country for just this scenario.

A noise to the west caused Weston to turn. A lone Veritbird was heading towards the town just above tree top level. It circled the town once before setting down near the others and shutting down. A squad of six troopers got out and made their way over to the Major. They stopped a few feet away and saluted. Weston returned the salute before turning to their leader.

“Captain Finley. I take it your mission was a success?”

“Yes sir. Everything is all set. We got the radio tower up and running, generator is online and we’re broadcasting at full power on all frequencies. If we set up the other relays, the signal will be even stronger and cover an even greater area” The young man hesitated half a second before asking “Permission to speak freely, sir?”

“Granted” Weston replied, nodding.

“Sir, is it wise to announce our arrival in such a manner? Shouldn’t we maintain the element of surprise?” Finley inquired.

Weston turned to his subordinate, his cocked eyebrow hidden behind the visage of his Mark 2 Power Armor but still discernable in his tone.

“Surprise? Whatever would we need surprise for? We are soldiers of the United States Military, hand-picked by the President himself to carry out a mission to help save the Union. All the God-fearing, freedom loving citizens of this area should be throwing themselves at our feet to give us whatever we need. We will need local aid and knowledge to complete our mission. It’s best to announce our arrival, so that they can be better prepared to help us”

Weston started to walk towards the ‘Birds, then stopped and turned back to the Captain.

“Besides” he said, moving an arm to encompass the devastated town. “What can they do to stop us, even if they wanted to?”

As the Vertibirds of Weston’s Burner Battalion (2nd Brigade, 1st Paratrooper Division) took off from the coastland of Louisiana, the Colonel tuned into the radio broadcast that was now blaring on every channel from here to the Florida Keys. He hummed along to Wagner’s Ride of the Valkyries as the programmed message began to play.

NEW RADIO STATION BRINGS RELIGION TO THE WASTES. A new radio station has begun broadcasting out of the town of Ocala in Florida. This new radio station has offered Sunday worship services, including Mass over the radio for all the sinners in the Sunshine Wasteland. Offered up by civilian members of the Monastic Brotherhood, the local choir has offered the constant singing and recording of hymns sung by the faithful in worship of God. While a good number of people view the radio as rather preachy, it has still come as a welcome spiritual relief and more alternative choice to other stations that have been on the air.

Faction Reports

The Citadel
The military forces that had once been the garrison of the Citadel in Charleston had a tough time of its when they finally emerged from their bunker. Eventually they had found, or rather, taken, a home of their own in Holy Wood. Unfortunately the previous residents were never too fond of their new overlords and slowly plotted their uprising. Assisted by the numerous other “serfs” taken by the soldiers, the old citizenry revolted against the Citadel warriors. They won their revolt, but at a tremendous cost. By the end of the fighting, less than a dozen people remained alive. The few survivors migrated elsewhere, leaving Holy Wood empty, a refuse of shattered dreams and broken equipment like so many other failed settlements in the Sunshine Wasteland.

The Conch Thalassocracy of the Keys
The disappearance of the Conch Thalassocracy was deemed to be as mysterious as it was sudden. Traders reported from afar what they witnessed to have happened and the stories have spread throughout the wasteland. A massive ship, bearing large guns and an unknown flag appeared on the south shore of the town of Duck Key. It brought these massive weapons to bear upon the town itself and bombarded it without parlay or mercy. The ships of the Thalassocracy attempted to engage but were themselves destroyed piecemeal by the massive cannon of the warship. It was then said that a major landing party landed on the island and enslaved the few who survived the bombardment. The massive ship, after sinking any other vessels that came into range, then sailed off to the south, to places unknown, having abruptly ended the struggles of the Thalassocracy with superior firepower.

Corporate Trade Federation
Spoiler :

The Corporate Trade Federation has had a slow start to the year. Very little took place on the home front after a malfunctioning water pump was shut down and replaced with a more standard, but less productive, water purifier. This was a popular move, as the people of Saint Augustine were pleased their leaders wouldn’t intentionally give them impure or radioactive water for consumption. The only significant event was an expedition sent to explore a few tiny pre-war towns along the east bank of the St. Johns River. Surprisingly by the time the expedition set out, they found that their first plan stop had been recently settled by a tribe from further north. Taking the old world’s town as their name, the Satsuma tribe has developed new farms and homes in the hopes of a peaceful existence not far from the Federation town of West Bridge. Welaka and Georgetown were found to be free of any human habitation, though Georgetown had a substantial nest of Mirelurks making themselves comfortable. The fighting between the mirelurks and the expedition was vicious, but one-sided in that the humans had substantial ranged superiority. A decent amount of scrap was recovered collectively from both towns, but they found that the towns, small to begin with, have now been thoroughly tapped out of any further supplies or salvageable scrap.

CEO’s Challenge: Our water shortage has reached an extreme level! Without a dramatic increase in water production or sudden influx of water supplies from a trading partner, hundreds of people will die in the next six months. If we cannot accomplish either of those possibilities, we have to decide who prioritize for water supplies. We can either decline to provide water to those we deem unfit across all of our communities, or we could hoard all water supplies to benefit our capital of Saint Augustine first. How should we proceed?

Empire of America
During the war with China, an American regiment managed to survive in a Bunker. Their leader, was a General named Felix Jackson, who had fought in Alaska against the Chinese. Jackson was elected as Emperor when the soldiers realized that most likely the rest of the world was destroyed. The position became hereditary over time and Emperor Felix V was crowned ten years ago and is ready to lead the American Empire to glory outside of the bunker’s doors. He is known to be obsessed with Napoleon Bonaparte and wants to imitate him in every way possible.

Spoiler :

Emperor’s Challenge: As we prepare to enter the Sunshine Wasteland, a suggestion has been put forward stemming from the Emperor’s obsession with Napoleon. One of his officers have suggested that French be learned as a mandatory skill for all soldiers, enabling conversation in a language most of the wastes are unlikely to understand. On the other hand, this could prove as a distraction for our people, as we currently only speak English. How do we respond to this proposal?

Hardy Reclamation Committee
Spoiler :

The people of Hardytown were plagued by a mysterious killer for the first few months of the year. A half dozen various individuals were found murdered in brutal ways throughout darkened streets and even in some homes. This brought about ample concern and turbulence, mostly directed at the recently integrated children found in the countryside. Guards were assigned to each child for their own protection, and this in turn led to the discovery of the murderer. One of the children, only six years in age has been found responsible for the wave of murders, and he was discovered after killing his guard and several others in the surrounding area. He has been since detained and the threat put at bay. Beyond these gruesome affairs, two expeditions were launched, a small one to Hilton Head and a somewhat larger one to Savannah. Both failed to find anything of true interest, returning home with a small amount of scrap. On the other hand, neither expedition had substantial trouble during their travels, and managed to bring everyone home alive.

Turn Stat Changes

-10 Population from murders
+80 Scrap Parts from Hilton Head Expedition salvage
+300 Scrap Parts from Savannah Expedition salvage

+770 Food, +70 Water from surplus production

Doctor’s Challenge: We have imprisoned the young killer in a basement and this has led to a new dispute. He is only six years old, and yet has been responsible for the cold-blooded murder of so many people. Some believe we should execute him for his crimes, while others balk at killing such a young child. How do we respond to this issue?

Maritime Collective
Spoiler :

The Maritime Collective has evolved into a new form! They have evolved into a more decentralized republic as the town of New Panama has been granted full autonomy on its own separate from Pensacola. Mayor Beckett of Pensacola generously granted the weapons and a full alliance with the people of New Panama, and the two towns retained close ties even after the reform took place. Amid the celebration of change severe tragedy stuck as a vicious band of cannibalistic raiders attempted to seize Pensacola for themselves. After a minor probe was easily repulsed from the walls of Pensacola, a massive band of over six hundred raiders attacked the town. The town was very nearly overrun and if not for the flagrant use of advanced weaponry, chances are the raiders would have had all the people over for dinner. Many were killed, but the raiders were defeated and a few bedraggled prisoners were rescued from the cannibal larder along with more traditional fare and water. As the community repaired itself, only one major venture could take place. A small expedition was launched to the town of Foley Alabama, for salvage and scrapping purposes. A good deal of scrap was recovered and brought home, added to the local stockpiles.

Turn Stat Changes
-10 Population from first raider attack losses

-80 Food from consumption

Mayor’s Challenge: The recent attacks by raiders have demonstrated to us our over-reliance upon old technology. While the IFV, plasma, and laser weapons helped secure our victory, some of our people argue we should place greater reliance upon swords and walls. They claim that in the new world, the old weapons are already proving more effective at long term survival. The scrap saved from ammo conversion could be put towards improving the lives of the people of the wasteland instead. They have suggested that we sell off our guns (while retaining the rarer assets for emergencies) to the market traders for an ample supply of scrap parts. A merchant has emerged who has offered to trade us 3,200 Scrap Parts for our entire arsenal minus the IFV and Plasma Weapons. How do we respond to this?

Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler :

The Monastic Brotherhood, while facing some egg on its face after recent revelations in the Sunshine Kingdom, has sought to preserve its mission in the Sunshine Wasteland. Ample new construction has taken place in the towns of the Brotherhood, including the creation of a new radio tower and market operating out of Ocala. The new broadcasts have begun to direct immigrants to Ocala, which is turning into a thriving marketplace and community. In order to further restore the Brotherhood’s credentials in the Wasteland, a massive attack was launched upon the critter-infested ruins of Williston. Filled with all sorts of nasty creatures from damncats to bears, the town has been a blight on roads leading to Brotherhood controlled territory. The attack proved to be highly successful, though a small number of people were killed by previously set traps and the animals themselves. Still, it has been hailed on the radio as a major victory for safety in the Sunshine Wasteland.

Great Priest’s Challenge: The recent mysterious retrieval of fifteen Protectrons have given us our first ever robots. These metal men are completely functional and running on pre-war defensive routines, depending on where we place them. Still, our tribal roots run deep, and there’s some misgivings and mistrust against this particular technology. How should we deal with or deploy our new mechanical defenses?

New Gulf Commonwealth
Spoiler :

The New Gulf Commonwealth geared up for what was expected to be its greatest battle since the war with the spider ants. Surprisingly, what would have likely have been an epic montage of people arming for battle and bracing themselves for combat turned anti-climatic. Upon mustering their forces, the New Gulf Commonwealth found that the Burned Men had already fallen to a massive assault from the Sunshine Kingdom. They applauded the people from the east for their victory, but were too late for any of the spoils as the Kingdom established a new outpost in the fallen bandit stronghold. They also lost out once again to the Sunshine Kingdom as the people of Chuluota disregarded the offers made for them to settle in NGC lands, choosing instead to follow the invitation of the friendly church known as the Cult of the Damned.

Governor’s Challenge: Emissaries have arrived in our lands from the Cult of the Damned, based in the town of Oak Hill in the Sunshine Kingdom. They advocate a strange god, and apparently worship Satan overall, but still are a delightful group of people. They have backed their faith with constant good works and charitable endeavors. Still, there are dark tidings about their origins and the fact that they claim to worship the devil himself. Should we allow these missionaries into our lands to conduct their good works and spread their unusual faith?

Sunshine Kingdom
Spoiler :

The Sunshine Kingdom had some trouble upon the home front. A fire in Nasacity caused by lax security by one of the guards led to the destruction of the town jail by fire, and nothing was retrievable from the ruins. Thankfully alert guards evacuated the few prisoners within before anyone succumbed to the smoke and flames. Other scandal was revealed when a person came forward with evidence that the new law enforcement in the kingdom was infiltrated heavily by the Monastic Brotherhood. Upon this revelation, a good number of officers fled, laying credence into the claims. The evidence suggested that those assigned to investigate the attacks on the Cult of the Damned were responsible for the killings they were investigating. The Cult of the Damned received a surge of new credibility and support for their cause. This was bolstered as the refugees from Chuluota arrived and were welcomed into the community at Oak Hill, joining the Sunshine Kingdom. Lastly on the home front, an expedition to the ruins of edge successfully managed to hack and retrieve a small number of SentryBots from the base there. Unfortunately, they claim the process is highly unreliable and requires getting extremely close to the bots, a task which frequently results in being shot at by lasers. The base remains heavily infested by the robots, though a smaller amount now.

Seeking vengeance for losses in the past, the Sunshine Kingdom mustered a massive forced to take out the Burned Men once and for all. In one of the largest operations the kingdom has attempted, a massive force struck at the citadel of the Burned Men in the heart of the ruins of Orlando. The operation was highly successful, and they managed to catch the defenders completely off guard. Pummeling the building with explosive fire, most of the defenders were confused when the attack began for real. Drunk or high on chems, the raiders fought, but poorly, and the Kingdom’s army wiped them out without much difficulty. A few fled into the ruins, but for the most part all were slain by the vengeful might of the Kingdom. They have claimed the ruined outpost as their own, and though some of the old fortifications were destroyed, the new town known as Dragonville is to act as a new center of scrap collection in the Orlando ruins.

Another expedition was sent into the areas worst afflicted by last year’s fire, as people looked for surviving relics and materials from the incinerated towns. They had very limited success retrieving any viable scrap, as most had been harvested by the departed citizenry, and what they could find was often from the ruins of the settlement. A few tech parts were found in the ruins of Christmas, all that was left of the town’s once not insubstantial armory. A memorial was erected in both Chuluota and Christmas, acknowledging those who had departed in the blaze that had claimed those communities.

Queen’s Challenge: Upon recent revelations the reclusive leader of the Cult of the Damned has come forward to very publicly demand the closure of the Monastic Brotherhood’s embassy and church. Beyond religious conflicts, they have stated that the Brotherhood has overstayed its welcome and is the enemy of everything the Cult stands for. The Cult of the Damned has grown to large heights, perhaps encompassing half of our people who support it. Rejecting their beloved leader’s proposal could lead to volatile situations, but accepting it could strain relations with the Brotherhood. How do we respond to this issue?

Survivalist Union
Spoiler :

The Survivalist Union has begun the year quietly without any particularly devastating or joyous occasions. New construction has led to the improvement of the town’s defenses and farming capabilities, helping to provide a better life to its inhabitants. An expedition was sent to the south side of Port St. Lucie to determine the viability of a settlement. The nature of the ground is not too different than that of Liberty City itself, and perfectly suited to the construction of a new farming settlement. For the time being the expedition managed to recover a moderate amount of scrap, bringing it home to join the rest in the town’s stockpiles.

Headman’s Challenge: A recent debate has begun to threaten to escalate into violence. People have begun debating over the significance of recently discovered holotapes from before the war. One camp claims that the movies of Humphrey Bogart are infinitely superior to those of Clark Gable. The other camp states the opposite. They have come to blows once or two, but most of it is fairly light hearted. Some say the Headwoman should make a decision on the debate herself, as regardless of her choice, it’s likely to end the dispute where it stands. How do we respond to this debate?

Vault 136
Overseer’s Summary: Vault 136 is a vault designed by Vault-Tec to cater to the whim of every one of its blessed inhabitants. Located in the scenic Chattahoochee National Forest, this vault is the finest that can be offered to the American people! To aid you in surviving a hostile world, we have provided enough state of the art robots to help maintain, operate, and defend the vault against any hostile force. All you have to do is sit back, relax, and let us take care of your future!

Spoiler :

Overseer’s Challenge: Perhaps it is time for us to at last emerge from the vault and witness the world beyond. The question now is one of symbolism, should we do what the opposition to the overseer suggests and make sure that the first one out of the vault is a human, or should we let our robots continue to lead the way into the future?

Vault 37
Spoiler :

Vault 37 has once more expanded its empire, as a new settlement was constructed in the area formerly known as Tampa. When a different vault had activated its Garden of Eden Creation Kit there, it created a lush and fertile land perfect for human habitation. Unfortunately, it failed to ever truly exploit the paradise it had created. Vault 37 sent an expedition to do just that, creating the new town of Fort Prosper. Huge amounts of food have already been recovered, enough to feed the entire faction four times over, with all sorts of exotic fruits and vegetables previously unknown to these people. Even with hordes of immigrants threatening the cultural unity of the vault-based faction, the new town could theoretically feed almost the entire known Wasteland with its level of production.

Though substantial local salvage efforts continued to take place in the towns under the protection of Vault 37, the greatest salvage effort was once again a lengthy expedition across the Sunshine Wasteland. Starting with the town of Zephyrhills, they immediately found themselves beset by a large bandit clan. They won this initial battle and proved their skill in combat in the process. Ample salvage was found here, and they were more than capable of handling the myriad of threats and animals that beset them for the rest of the journey. The next destination of Dade City was the most successful place, as they found an entirely intact energy reactor, which they carefully stored and placed within Vault 37 itself. Ridge Manor, Brooksville, Land O Lakes, Odessa, Lutz, and New Tampa all were fairly dull stops, interspersed with occasional attacks by the mutated wildlife. Lutz bore special mention for apparently having received some minor overlap with the GECK’s usage, and possessed remarkably fertile soil nearby. The expedition stopped to pick up scrap collected by other salvagers at Lakeland and Plant City upon their return trip, reporting very little else of interest.

Overseer’s Challenge: Our establishment of the first secure settlement in the Fruitland has begun to attract hundreds of would be immigrants. They have already begun pouring into the area and will likely continue to flood our ranks in the near future. Our people have been overwhelmed by the sheer number of migrants and have begun to desperately call out for more weapons and defenses to protect the fledgling community. Some on the home front have advocated closing the town to more limited numbers of migrants, but those on scene claim that the solution is to welcome them or face a rapidly growing slum around the city walls. How do we respond to the hordes of immigrants?

Vault 40
Vault 40 was once one of the most promising factions in the Sunshine Wasteland. They had a proto-nation stretched across the southwestern part of the Floridian Peninsula and were the only people to control the power of flight in the post-apocalyptic world. Then something happened. The Army of Minorne swept away the settlements that existed outside the safety of the Everglades. The fearless pilots of Vault 40 were not out of the fight, joining alongside the Sunshine Kingdom in the larger battles on the eastern coast. Unfortunately, the last reports from the vault indicated that structural damage had taken place from years of rot and decay. Eventually, the coded radio transmissions of the vault fell silent and their nervous friends and family in Nasacity took their planes and flew south, never to be heard from again. Some say the vault is still out there and active, waiting for a chance to rise again. Others claim that it was destroyed, but the roads into the swamps have begun to be overgrown, and very few wish to risk its dangers for the potential rewards within.

Waycross
The town of Waycross managed to survive the Great War intact over two hundred years, as the local population fluctuated and changed. The emergence of the nearby Echols Republic has begun to encourage the town’s leadership to take a more active role in the wasteland. The question remains exactly what this role may become.

Spoiler :

Mayor’s Challenge: There are numerous nomadic tribes and would-be other immigrants throughout the wasteland. Some of our people believe we should welcome any migrants with open arms, others believe in more restrictive measures. Still others believe we should be grabbing and enslaving these passerbys to bolster our production. How do we deal with these travelers and migrants in the wasteland?

OOC

@Everblack: We can have the new settlements behave as NPCs, not a problem at all, but do realize that this means you will essentially lose any materials or weapons invested into those settlements. If you have buyer’s remorse after this turn, I will allow next turn as a “free move” of sorts to reclaim the settlement at New Panama, or any of the equipment they have as their own now.

@Seon: The amount of scrap and tech you dedicated to constructing a water purifier are not the amount required for construction and are actually far over what you needed. I assume that you meant a pumping/purification center for the settlement, and that has been built instead for the somewhat higher cost.

I appreciate whoever has been updating the google map provided for the NES, though I’m hoping more of it will be brought up to date in the near future for the aid of the new players we have received this update.

Just so it’s clear, in order to create a more unique experience, the Enclave is controlled in its activities by TheLastJacobite. I do not view it as a faction like those that have been created, but rather in a sense, TLJ is comoderating this NES by playing an important NPC faction. He does not see anyone’s orders in order for him to control the Enclave a bit more blindly and realistically than I would. You can also thank him, as he has been a silent partner in developing some of the more irritating challenges for some of you. The Enclave as a faction follows the same rules as any other, and if anything is slightly more hampered due to lacking a faction trait. I cannot and will not go into further details on what the Enclave is or why it is here, as that would spoil a good deal of fun for all of you. Good times ahead!

@Christos200: Welcome aboard, and I’ve got to say, I love the idea of an American regiment with Napoleonic values and design both from a rule of cool perspective and from a story perspective. I hope that you do many wonderful things with the awesome setup you have created. Also, as a side note, I gave a number to your monarch, because it’s been almost two hundred years since the war ended.

@theDright: I swear to Bob, don’t make me waste an awesome resource on you again, I put some work into thinking of the USS Florida! :p
