I'd suggest hydraulics as the technology requirement for the pre-dreadnaughts.
Actually, if I did do a new tech for Pre-Dreadnoughts, it would have to be the Triple-Expansion Steam Engine... a major breakthough that allowed for greater speeds and greater tonnage displacement.

Did it have any use really beyond military use? Could you give it an effect other then just enabling a unit?
My thing I want, if I was to add anything, is more social techs. The military stuff is down pretty pat right now on the land and sea ends. Airpower I understand is still being worked on.
