Read the "Installation Instructions" on the first post of this thread (scroll-down a bit)... it's all listed there.
Hmmm... not sure about Vista... in WinXP there are actually TWO directories where BtS/Mods folder exists (My Documents and Program Files)... the Mod is intended to be installed in the "Program Files" BtS Mods folder... not sure about Vista... but is it possible you have more then one BtS Mods folder? If so, try it in the other one.what i mean is that there is no mod directory for vista. I've unzipped it in mods but when i try to load it up its just not there.
That folder is basically the same as the \Documents and Settings\(username\My Documents\My games\Beyond the Sword\Mods\ folder in XP, which is not where you want to install it.
You want to place it in the BtS installation directorywhich defaults to \Program Files\Firaxis Games\Civilization IV\Beyond the Sword\Mods\ in XP. If you don't have the Mods folder in your BtS directory, you can always just make it.
When I put coal-plants with steam engines, factories will get the 25% boost with steam power... as they should.
You're also underplaying some key aspects of the industrial revolution... it wasn't strictly tied to bigger factories or steam engines. The percentage of children who lived past infancy rose significantly in the late 18th century, leading to a larger workforce. The Agricultural Revolution in improved farming methods made food production more efficient and less labor-intensive, forcing the surplus population who could no longer find employment in agriculture into the cottage industry (for example weaving), and in the longer term into the cities and the newly developed factories.
All this was occurring in the late 18th and early 19th century (before the steam engine), but was indeed followed closely by steam power which in-turn amped-up the speed and efficiency of the industrial revolution.

if one wonders why such a reaction to this statement was caused, then one should check their attitude- this criticism implies that Wolfshanze is ruining his own game, which is slightly insulting... of course, he in-turn gave some attitude right backhmm one of the things I liked about this patch, (and wolfrevolution) is it wasnt too different from the normal game. Moving Factories earlier sounds like a massive change to me.
