BUG: Could not build holy site after Stonehenge cancel

I don't know if there is a seperate bug reporting for consoles, specifically the Xbox one X. I was playing as Poland and attempted to build the Stonehenge. Another player built it first and mine was cancelled, however I was unable to build a holy site in that city afterwards. The option was available but it would not 'place' on any tile I commanded it to.

I could be wrong, but I'm pretty sure that's just the way it works. I have tried to remove a cued wonder to change placement. It wouldn't let me. Only thing you can do is move it to another city.
