I don't think that's a mistake - if I understand correctly the Harappa UP only applies to cities that are growing. You don't get extra food if a city is starving, as the one in your screenshot is, you only get extra growth if the city is feeding itself.
Why does it has to flip? Indian civilization, which I assume is based on Janapada of Magadha (since the capital is Pataliputra), imo should not flip almost all the northern part of Indian subcontinent upon 1500BC spawn. It should be Chandragupta Maurya's job.

Beside, Lothal is historical for IVC (but the surrounding are Foreign). Isn't tiles that usually flip categorized into contested?
I don't know if you ever tried to improve AI civic choices, but they still make poor choices (civics that are outclassed, oddball combos like Republic + Totalitarianism). This contributes to the AI's relative instability compared to the player.
For example, it's 1972, and France is running:
Autocracy (the AI loves this civic WAYYYYY too much, BTW)
Absolutism (did I mention that France is unstable like 10 turns after spawning again?)
Guilds (??? the AI loves this civic a lot too)
Secularism (probably only because it's UN enforced. far too many state religions in the modern era...)
Portugal is running:
Autocracy
Absolutism
Slavery
Just like France, they just recently respawned, and are already unstable. All civs are running either Absolutism or Totalitarianism (except for Canada, which is running Vassalage????) Literally EVERY civ is running Autocracy.
If you already looked at this, perhaps I could persuade you to look again? If you haven't, well... you can see the results yourself.
I've been trying to download the mod (version 1.12) for about a week now on my windows 7 computer using the evaluation version of WinZip. I unzip the mod into the Beyond the Sword MODS folder, and the mod loads up successfully. However, when I click on the "Play a scenario" button, the 3000 bc, 600 ad, and 1700 ad loads are all missing: the only option is "worldbuilder quicksave". I have deleted and redownloaded the mod multiple times to no avail. I previously downloaded an earlier version of the mod (I believe 1.11, it was the patch immediately before the Latin American civilizations) on my windows XP computer and it worked fine. Does anyone have any idea of what the problem may be? Thanks in advance, and thank you for creating this great mod!
It is in the MODS folder in the Beyond the Sword folder, which I am presuming is the same. I have successfully downloaded other mods which work fine. As for your second question, when I "load a mod" the only option is "RFC Dawn of Civilization". When I load the mod, under "play a scenario" the only option is the quicksave. There is no option whatsoever to load any actual start. (The quicksave causes a CTD, due to the fact that it is loading a game played without the mod). I have the Civ 4 complete edition if this makes any difference.
The saves do appear under the public maps folder, however, when I try to open them, it says "windows cannot open this folder", and while it lets me browse, both beyond the sword and rfc dawn of civilization are folders and not programs and as such cannot open it.
In my English game I have +9 stability but a message popped up telling me that Minor Crisis is imminent. How come? What is wrong, number of angry faces (not reflected by stability counters?)
