I get that they'd be conquered by the Seljuks, but it doesn't make sense that it doesn't even include Mecca.

Yeah, I would say so. The Incan UP is after all normal effects are applied.

My apologies, I thought I had created a save to share when I encountered the bug but it looks like I did not. Very sorry.

I can, however, provide a save where making peace with Spain results in the Congress popup occuring, with no actual congress occuring after. Save attached, if interested. Just make peace with Spain to see if you can replicate.
