In the last couple games I've started, the AI and myself have had problems with high order. It seems that in the Prehistory Era, there isn't anything to reduce the order, so my order typically rests around 20-30. This isn't that big of a deal, but as soon as the AI/myself enters a Golden Age/sets production to one of the processes (No Production, Creation, Health, etc) the order shoots up above 60 and we start losing cities to police states (this is more of a problem for the AI on higher difficulties especially since they favor the No Production process).
It seems that the order rating is a bit high in the Prehistory Era (around 20-30 without a garrison or any techs/buildings/processes that contribute to order). I would expect most civilizations to have lower order/higher crime early on and only get high order/low crime in the later game.
It might be nice to remove the order penalty for the 'No Production' process as this really only penalizes the AI (the player can just build units and then delete them to use production in cities). In EventData.sql (line123) I see that the processes are supposed to increase the order by 50. Unless there is a bug or I'm missing some method of keeping order low, this value seems a bit high.
