aztec has saltpeter near tlaxcala.. their city nearest our island.. however i dont know if it is hooked up since they dont have gunpowder yet (they dont have horses or iron either)

rome will pick up PP soon, so I sell it to them for 27gold and 4gpt

Town has a lot higher fliprisk than I had though (aztecs dont have that high culture), so probably best to move the units inside it outside it and be ready to recapture it when it flips... leave 1 or 2 units to quell resisters so it can be starved.
