Game issue: it is impossible to declare war on a player nation (to break treaties) without attacking them first

Can't you go to the Diplomacy screen &...

1. Click the players nation.
2. Click active.
3. Click Peace Treaty.
4. Click the Peace treaty.
5. Decline Peace.

That's interesting Blaze...I thought the only way to break a treaty of any sort was...
1) Declare War or
2) When the treaty or agreement reached 20 turns

And we seem to have a problem of working treaties other than a ROP through the computer.

Am I correct on this?
