Heh, maybe I should actually be watching my own episodes... I was so confused about that and since episode 18 was recorded before you wrote this I continued to be confused

just remember that when you watch episode 18 so you don't think I am ignoring your advice... I'll fix it in episode 19.

if a wonder shows up as available to be built then it is not currently being worked on and it is not in any of your cities' build queues.

Just to be clear, that first part about "it is not currently being worked on" means by you. Any number of other civs may have a city working on it.
Over in the "Civ4 - General Discussion" forum, particularly in the "Quick Answers / 'Newbie' Questions" thread, the typical question that is related to this is almost the opposite: "I can see that I'm not building wonder X in any of my cities, so why can't I build it in this city over here?" If the answer is not "somebody beat you to it" then it is usually "because it is already in the build queue of a city, somewhere in the list after what that city is currently working on". This comes up probably something close to once per month.
I'm beginning to think your issues with finding the right button sometimes may go beyond simple bad luck or ordinary poor karma. Maybe you have been cursed or something. Perhaps you should seek professional help - a witch doctor, or perhaps an exorcist...
When you accidentally deleted the tar related building from the build queue of that permafrost city of yours (in episode 17) you started looking somewhere, wandered around checking buttons as you scrolled to the end, then went back to the beginning to check again more carefully. Except you didn't. You started with the
second button and went from there. The one you wanted was, of course, the very first button in the building list. (It was almost finished and when the list is sorted by cost it uses the cost remaining for buildings that you have worked on, so it was the cheapest one to finish and therefore first in the list). So you went through the entire list of buildings, most of them twice, and what was, I think, the only one you never looked at was the one you wanted. Yep, you must be cursed.
