Something unexpected, at least for me, happened. I conquered Haarlem from the democratic Dutch and wanted to build a barack (fascist), but i couldn't find it in the production list. What was the case: with conquering that city their barack (fascist) survived. Apparently they switched governments from fascist to democracy. It happened again with conquering two other Dutch cities.
I'm now nearly finished with my 3rd CCM2 game, just a few turns away.
XTC, yes there is something 'unexpected' in your post for me, too. Not unexpected is, that a government specific building is still existing disabled in a city and becomes again enabled when a civ with that government is the owner of that city (either by changing back government or by conquering that city). But the fascist barracks are normal improvements and give one culture. So if that city is conquered by another civ - even if it has the government that is needed for that building - that building should be razed when the city is conquered. But in your post, that building, giving 1 culture per turn, was not razed.
