The Lord President thanks Gothiscandza for its assurance never again to abuse the powers of regional founder and hereby declares that, as agreed, the Federal Empire will not unilaterally impose a password on Civfanatcia should she become delegate again.
The Lord President fully supports the Guardian of Majipoorian's suggestion of a Civfanatican constitution and would like to suggest the following as a starting point.

Too much bureocracy. And, the regional delegate would have too much power. I doubt it that Gothiscandza would release this power at it's own good will. Frankly I don't care how this turns out, but if it is requested, my support goes to Gohtiscandza.

Proposal for a Civfanatica resolution concerning regional security

We propose the creation of a common defence policy, considering the numerous threats we face in the World.
This should include a military alliance of all the nations of Civfanatica. The new organisation should be called: Civfanatica Treaty Organisation (CTO).
1. The individual nations would maintain their territorial integrity, but they will place their armies under common fanatican control.
2. A military commander and depity should be ellected as soon as possible.
3. The military commander will not have the right to use the CTO troops unless the majority of members vote to.
4. Members who whish to retire from CTO will have to give a 3 days notice. Also, their readmittal will have to be agreed upon by 2 other members.
5. All proposals to dismiss one of the members will have to be backed by 3 other member nations.
5. The title of the new office is to be decided during the elections. The winner will have to include his title in the nation motto, as for other nations to recognize him.
6. Immediately after the creation of CTO, Civfanatica should test it's newly aquired strength and attack a weaker nation.
All points are to be voted upon. The voting will start right away and will last 3 days. Each nation will submit it's oppinion (YEA / NAY / ABSTAIN) on each point. A quorum of 50% and an aprooval rate of 50%+1 needs to be achieved for the resolution to pass.

I am glad to see that diplomatic activity has been intense during the 24 hours Majipooria spent cut from the world.
In particular, I must warmly congratulate the Federal Empire for the ambitious and well-conceived constitutional draft he presented. The only critic I have to make is that the textual quality demanded of resolutions seems to me a bit high. While some nations have important diplomatic ministeries capable of drafting elaborate resolutions, some with less resources will find that hard.
I thus propose keeping the constitution as is, simply removing the items concerning the drafting of resolutions.

I urge members of Civfantica to vote NO to all six points of this resolution. The proposed CTO is clearly a military alliance developed for aggressive rather than peaceful purposes.
The only way for another region to attack us would be to transfer a large number of UN members to Civfanatica who would all endorse one member. He would then expel all indiginous nations and password protect the region.
This threat, while real, does not require a military alliance to deal with it. Should the above scenario occur it will be the responsibility of the UN delegate and founder to password protect the region and expel the invaders. The CTO would have no role to play in this. Its military commander, without access to regional control, would be literally powerless to protect Civfanatica.
It is clear, therefore, that the only purpose of the CTO is to bring nations together for the purposes of making this type of assault on other regions. Civfantica could then expect reprisals, which the CTO would no doubt use to justify its existance. As a peace loving nation, the Federal Empire is saddened that Civfanatican states would consider such behaviour.
Since this poll has not been recognised by either the regional delegate or the regional founder, it is illegal. The co-sponsors are clearly acting ultra-vires in this matter. However, to demonstrate to these two nations that a CTO will never be welcome in Civfanatica, the Federal Empire votes against the resolution on all six points and urges every other peace-loving nation to do the same.

A message from the Borderlands of Boarderland by our State Department
The Boarderlands of Boarderland has to reject this treaty. Although the jurisdiction of treaties falls under the state department, military alliances do not. The Defense Department is not prepared to give up its own sovereign military at this time. However, should this resolution pass, we expect to be fully protected by the CTO.

After consultation with some nations, the Federal Empire hereby submits a second draft of a Civfanatica Constitution.

The NRI republic wishes to state, that it has no want to invade another region, but felt that if the majority wanted to the option should be there BUT there is a real presence of military force(although it requiers a bit of imagianation) and to see this one only has to go a few pages deep into the international incidents forum to see this; and once there what will you see? you will see massacres, genocide, assinations,racism of every description, bombings,crule super powers(some of them at least), war mongering young nations, and an uncontrolled arms-trade.Is this not enough to justify an alliance made for defense, but that has the power to project its power not clear?the NRI republic thinks it is, and votes:

We also feel that a mis conception has been made: unless allfanatican nations support an invasion alliance, an act of aggresion is held, at least by the original minds behind the alliance at question(my own Novus Roma de Italia republic) to be a lone act of agresion, and other fanatican states would only come to your aid if the country(and region) in question was counter invaded.

Conforming to my earlier promise, I hereby open a vote on this resolution amoung Civcfanatican UN members. Voting is open until Thursday 22, 8:00 pm, Greenwhich Time.

The Free Republic retreats the CTO proposal for further modifications and consultations with Novus Roma de Italia. We agree to wait untill the constitution is drafted, before re-submitting it.

Majipooria must admit to being confused by Aphex_Twin's vote of "YEA". Is it in favor of the constitution, which is not yet finalised and thus not up for votes yes?
Or is it in favor of the one issue being put to the votes for the moment, how Majipooria should vote for the UN resolution?
On the constitution, we would oike to propose a change: quorums will be calculated excluding nations inactive for the last 5 days at the end of the voting.
We also propose that nations under the covert domination of a foreign power, like Calgacus or Hyakujunou, be barred from voting and thus not count in the quorum.

I think no new resolution proposals should be issued untill the constitution passes. We need the framework.

I agree with you, however I remind everyone that the vote on the way I should vote on the UN resolution is outside the Constitution's framework, since I organise it of my own free will. The specific way it is running (no quorum, delay, ect) are such for me to choose.
