Jumping from the bandwagon, I'm gonna vote Hoop Thrower because I liked the style that he employed in his creation of the Civ. It feels... good.
And frankly the idea that the Moriscos would welcome the Inca with open arms and not drag the entire world into a three-way holy war is a massively missed opportunity.
Anyway, I'm going to vote for Urdnot_Scott's Neo-Incan Empire, because him dumping a load of backstory in it was what made me do my demented boat!Inca idea the way I did. =]
I vote GPuzzle as I think he had the best balance between a solid backstory and an equally solid design - it felt plausible and the civ felt very playable indeed.
