Civ Suggestion: Polynesia

Then why say it?
 
Again, I think what we're looking in this Polynesia is a distinct playing style that you can hardly expect from other civilization. This is what makes Polynesia unique and worth adding.

Some traits/characteristics of Polynesia (as I imagined) that can hardly be found in other civilizations so far:

Isolationism
Pacifism
Tribal Confederacy
Thalassocracy
Archipelago
Animism

Indonesia might be thalassocratic, archipelago and pacifist.. but Indonesia are not isolated or adhere animism.
For me, this is about a remote but expanding naval civilization that have no business with the religion aspect of the game.
It forces player to explore a different playing style, just like how Canada is now. Isn't playing as Canada fun? Polynesia will too, I believe.

One characteristic that can be used to distinguish a small city from a large town is organized government. A town accomplishes common goals through informal agreements between neighbors or the leadership of a chief. A city has professional administrators, regulations, and some form of taxation (food and other necessities or means to trade for them) to feed the government workers.
 
When are we going including the Nenets civilization?
It includes many unique gameplay elements with a highly distinct language and culture!

The Power Reindeer Herding: Tundra tiles provide +2 wealth
UU: Shaman Hunter, worker with 2 strength, can build holes on ice tiles which spawn friendly barb polar bears to attack invaders, 1+wealth.

Unique gameplay features and addons:
- Arctic circle is usually unsettled or Russians take it to easily. Nenets will provide competition, can fight Russia for size-1,2 even 3 level cities.

- Unique aspect of surviving on a marginal core of ice/tundra.

- Pacifist playstyle

- Isolationist gameplay can be made by making tundra tiles impassable for non nenets units until astronomy. Allows innovative guerrilla raiding style for the player.

- Animism, maybe a UHV of pagan revival in 17th century?

- Tribal confederation unlocked with nationalism allows Komi, Inuit, Sami, Karelian federation.

Why not? Northern Siberia is a vast area not being taken by any civilization. Nenets greatly influenced all modern world civilization, inspiring intellectual giants for all the ages like Chernyshevsky & the Dalai Lama with their egalitarian ways.
