Actually the question: what combination of Civic and improvements in different civilizations are you using? (and in 3000BC\600AD\1700AD).
For example, then i play Russians\Mongol\France\Germany\Prussia I rarely use the cottages.Instead i build mass farm+workshops (civic: guilds+agra).

And another quesion: does it make sense to use the cottages without proper Civic? (capitalism, republic, egalitarianism).

It depends highly on your gameplay style.

Personally, I prefer this:
*Mines.
*Farms and agrarianism.
*Workshops and guilds.
*Lumbermils later.
*Railoaded mines and lumbermils.
*Workshops and industrialism plus central planning.

For Europeans, I usually run a 100% cottage economy with a few workshops in production poor cities. No farms, a few workshops, cottage the rest. This goes for the colonies as well.

How do you get your commerce?
Prioritise commerce buildings and run capitalism+free market at some point.

It really depends on the civ. In my current game as England for example I first had farms everywhere, then Workshops and right now I'm spamming cottages for capitalism.
