Precisely which DLC would I need to buy? Weren't some of the DLC leaders/civs later added in G&K and BNW?
Remove the NotificationPanel files too.
Unfortunately this doesnt help. I even tried deleting the entire LUA folder and im still not getting the icon toolbar where you'd find espionage, congress, etc.
What am I doing wrong?
Try clearing cache afterwards. The problem is with the NotificationPanel - if it still doesn't work, then you can always disable the folder in EUI, so that you've got something.

Note: if using standard EUI with just the Community Patch (the 'Core' Installation), there's one additional step. Delete the following files from the Community Patch/LUA folder:
CityBannerManager.lua
CityBannerManager.xml
CityStateStatusHelp.lua
DiploList.lua
ProductionPopup.lua
YieldIconManager.xml
YieldIconManager.lua

Secondly, is there a way to install the community patch as DLC so I can go on hunting achievements? Thanks.
Topic is almost self-explanatory: I have downloaded and run the installerhaving chosen Full Community Patch Project (including EUI). The installer finishes without error. Starting the game and navigating to MODS menu where I attempt to activate each component in order:
(1) Community Patch
(2) Community Balance Patch
(3) CSD for CBP
(3UC) 3rd Unique Component (v 7)
(4) Civ IV Diplomatic Features
(4UC) 4th Unique Component (v 10)
(6a) Community Balance Patch Compatibility Files (EUI)
Component (5) More Luxeries does not appear in the mod list.
Note: in the MODS folder (5) More Luxuries exists.
Looking for a solution to get past this bottleneck.
