Conquest of Europe: A Risk-esque IOT

How can undead get ghould cavalry or artilery? I do not see method of generating ghouls from fight

Dusk​

The sun is beginning to set, and the undead are rising from their graves! The world is split already into two natural camps, the forces of humanity and the legions of the undead. While many are already speaking of uniting to eradicate common enemies, some are already looking at the long term. Dreams of being the one to unify the region dance in the minds of a few leaders who are willing to side with humanity or the undead in order to get a step up on their rivals.


1. Human build orders must be public and true.
2. Humans can use their units the turn they build them. Undead units are not produced until the end of order processing.
3. Undead players should include in their orders if a coastal province is producing a Skeleton Ship or Ghoul. The default is Ghouls.
4. Humans receive no combat penalty this turn. Defeated regiments/ships can be converted into Zombies by Ghoul at Dusk-Evening-Midnight-Late Night.
5. Zombies burn up in the beginning of the Morning order processing. Defeated regiments/ships are not transformed Dawn-Morning-Noon-Afternoon and provinces do not raise Ghouls UNLESS there is a Lich on the province or adjacent to the province.

Question: can a lich raise a ghoul and launch a attack at the same turn? Also can the ghoul attack the turn he or she rises? And will I face enemies in neutral provinces or can I be save in just claiming lands with one unit?

 

The Lich no longer raises Ghouls [see OP]. All undead provinces raise Ghouls at the end of Turn Processing [which goes Human Builds->Movement/Combat->Undead units are raised]. The Undead can not use units the turn they're build because they don't pop up until the end of turn processing.

Neutral provinces are defenseless. Feel free to murder them.

But Wales, Scotland and Cornwell are Celtic! I need some way anyway to allow stable transportation to take the Celtic land of Brittany eventually.

However I guess a open border might be in consideration. Be noted that I do wish if possible to take parts of Scotland, for it is Celtic. However we can organise considerations.

well... we can consider it. Also note, that I am talking rather about a short-term truce (like... 3 full days?) rather than everlasting peace.
I just think that we should obliterate humans first (or at least get good headstart) before fighting other undead nation
