The fleets were in the middle of the Doradoan ocean. That was, at least, what the emperor had heard. They were set to establish the colonies within the next year. The orders the emperor had given to them were speciffic.
They were to land, and build a fort. The fort was to be made of the stirdiest wood they could find, and established on a site that could be easily defended, such as a hill. From there, they would fortify the fort and establish a camp. Scouts would rush outwards in all directions to meet any natives, who they were told to be friendly to. They were then to come back to camp, and inform the commander, who would decide the best course of action from there.
Montezuma's guides bickered for hours before him, in the great halls of Teotihuacan. Suddenly growing tired, the emperor lifted his hand, and the hall fell into silence. Montezuma cleared his throat, and lazily viewed the nobles and advisors, all eyeing him in rapt attention. He cleared his throat and began,
"The two forts are to be constructed very near each other. Close enough to have contact and be able to help each other survive till further reinforcements can arrive. We must get a foothold on this new continent before our rivals. That is all"
And with that he got up, and escorted by his guard of elite jaguar warriors, left to his private chambers.
