Quite right GBM. I, myself, have been caught stuck in a memory of SPDG rules where the President does not vote in Executive Council votes. I apologize for not voting sooner.

On the issue of Octavian X being appointed as Minister of Science, I vote Yes.

Now, the issue of amirsan's appointment as Governor brings up an interesting Constitutional question. As there is no official stipulation for governors in our Constitution, I would be inclined to consider this an advisory role and therefore not subject to the rule requiring confirmation votes by the executive council.
