^If you are Stable as Rome the Byzies won't spawn.
Rome just needs to own cities outside of Italy iirc. So they technically don't even have to expand east, although the requirement that Greece must be dead often ensures this.
Of course there are no requirements if the player chooses to play Byzantium (so you don't fail to spawn after waiting for the autoplay). Greece has a scripted collapse in this case, however.
Rome should have-to own Greece, it's frustrating going for Persian UHV and suddenly you have purple-Praetorians crawling over the place and flipping your whole bridgehead to Europe.
Can anyone say for sure whether the spawn of the Byzantines is related to the stability of the Romans, or not?
I by the way was not aware that Byzantium/Constantinople now flips to the TurksI really got to start reading the SVN log-notes better..
Currently, Prussia spawns way overpowered and usually stays that way until they collapse in the late 1800s after running over Europe with their Panzers, usually against riflemen. Lately as a continental European civ I have had to raze their flip zone to prevent myself from a swift death.
I propose starting them without Rifling, as most civilizations do not have it at the time they spawn and so they are able to run over most of Europe even without tanks.

Maybe give the AI Prussians conscript armies a la Greece/Rome. I'm just spitballing here, but how about once they discover Industrialism + Facism, they auto DOW France and get a stack of panzers, bombers and artillery?
We could also try to make Germany more productive, because currently outside of Frankfurt, it is a pretty mediocre production base. For the human player, it is impossible to reenact history by conquering western Poland with your starting army and then later using just Germany to build the largest army in the world. Only conquering Poland tends to be what the AI does as well.
Another thing could be more free happiness, because I find it hard for Germany to ally with colonial civs in order to get luxuries, so I have to run the luxury slider or cap population at 10 for the first hundred years or so. And I'm sure the problem is much more pronounced for the AI.
Both America and Prussia could use higher happy caps
I'm playing with 2nd UBs and America's going fine thanks to Wild West Bank (+1 happy from gold, silver and gems)
