If such a city secedes I would interpret it as a large portion of your territory seceding with it. So no problem in my opinion.When a city secedes its culture turns indie/barb/native, and there's no effective way of reducing their culture on recapture of the city. This is sometimes problematic, but I don't have a good solution in mind.

And in this save Al-Uqsur still cannot reach flood plains in second ring. I continued the game, already in 1600 or so, but this flood plains still isn't covered with my culture and city is starving already.

In the north for instance you can found Whitehorse, Uranium City and something on the Hudson Bay coast. Lake/coast allows settling on tundra, and I specifically placed a grassland tile for Whitehorse.Some suggestions about Canada. First, this area in picture are all Canadian territory in UHV2, but I find there not allow player to found city(tundra and ice), and it's hard to cover these tiles by culture.
