After 20 years of the dismantlement of Brazil´s nuclear weapons program, president Lula da Silva decided to reactivate it and begin closing the gap with countries like USA, that lecture on "how dangerous this kind of weapons are for the human race", while they happily sit on top of silos full with nukes.
No more passive stance for Brazil!

Everyone can see who voted for whom. Just go to F4 screen and mouse over leaders, while selecting target leader (it will say in green "+2 You voted for us"). I was able to see that America voted for UN, while EU+Canada voted for America :crazyeye:. Obviously next turn vote results will be published for everyone.

President Putin of the Russian Protectorate would like to publicly denounce the reactivation of the Brazilian nuclear weapons program. After all these years of peaceful nuclear disarmament, suddenly South America decides to bring back the tension of the cold war??? Why would there be any need to do this with our current state of world peace? There is no need to bring these monstrosities back to the forefront of world politics.

Russia would urge Brazil very strongly to reconsider the activation of their nuclear program. Venezuala, being the only South American country which falls under the Russian Protectorate, will be further reinforced in the near future in response to these actions.

Sure. This feature comes with Permanent Borders modcomp introduced by Barbarian King in his latest update. Basically any military unit parked on "neutral" empty tile can paint it in his civ's color. This way Uk can claim an island of Saint Helena, for example. It is also useful during the war. You can see a button of the soldier stepping on the land with a flag every time your unit has an option to claim the tile. Unfortunately this feature is bugged and allows for claiming coast tiles, so I had to make a house rule. Personally I find it a great feaure even in vanila games, but it can be easily abused, that's why I came up with 1 land tile per turn per team rule. UN, for example, is planning to claim all the tiles along the Norway's costline -- there is no way to represent Norway with one city and color the entire seashore in Other's colors :crazyeye:

This is exactly what we pointed out in our previous statement.
Russia talks about peace and nuclear disarmament, while they have thousands of active nukes.
Why can your country have nukes and not Brazil?
We´ll maintain the new course and increase the border patrols with Venezuela, a rogue, traitor state in our own South American soil.
 
Might I add that Ethiopia has intervened and taken the rogue city of Mogadishu under its care. Somali citizens in the hinterland immediately began supplying food previously stored in warehouses to Ethiopian citizens, who welcomed the development.

So, let's suppose Brazil will invest tons of hummers into Manhattan Project (representing global nuclear escalation :nuke:) and then another tons of hummers into Nuclear Facility. It will also take a lot of hummers to build the first nuke, it may take longer than one year -- longer than Universal Peace duration. Who will benefit from Manhatten Project built by Brazil? Entire World will be able to build Nuclear Facilities, but Nuclear Club guys can start producing nukes right away, while you are trying to build your own Facility in this Spy infested World! Nuclear Club guys will always have advantage over your Nuclear Program, there is no way to outrace them. Their Nuke producing cities are very productive, they enjoy Heroic Epics and Uranium supply, I mean building a nuke after nuke will be like baking a piece of cake for them. At the end you will still be in disadvantage! Ola, can I hear a "wrong strategy"? Anyone? Why lead the World in that direction? If elected I will pursue the Nuclear Disarmament Resolution and will provide incentives for deleting the existing nukes! Your support will be vital, as a non-nuclear guy, you can be very helpful. As a gesture of good will and taking into account that we hold in great esteem the UN organization, we will be sending an envoy to negotiate nuclear matters.
