For the protocol of Declaring War before ban of such by the once and still defunct United Nations. Therefore, its use as a regulator in international opinion has returned.

We have no say in the affairs of the world??? What of our own patch of the world? What of you and your own? We all share the same planet, the same air, the same world. We all have say in the affair of our only world. If everyone will sign an agreement to stay withing their own continent, we will follow it. EVERYONE, with a united declaration of war on those who break it. Otherwise, there is no one to preserve the peace: no UN, no League of Nations, no Hyperpower. Whether we be the lone arbiter, or as one of many. But an Aribiter of Justice we will be.
